Those who rely on Dharma to accumulate sins become the stepping stones to falling into evil destinies. Second, one should possess the six perfections: In the "Ornament of Clear Realization," regarding the oral instructions for all Dharma practices, it says: "Flowers, cushions, etc., are offered respectfully; the place and conduct are restrained; do not harm all beings; the Lama is truthful; listen to the Lama's instructions without distraction; to dispel doubts, ask about faults; the listener possesses six limbs." Thus, setting up the Dharma seat, laying out cushions, and offering mandalas, flowers, etc., is generosity; cleaning the place well, such as sweeping, and restraining one's disrespectful behavior, etc., is discipline; not harming even tiny creatures, and enduring all hardships, difficulties, and heat and cold, is patience; abandoning wrong views towards the Lama and the Dharma, and listening joyfully with true faith, is diligence; listening without being distracted from the Lama's instructions is meditation; asking questions to dispel doubts and cutting off all suspicions is wisdom. The listener should possess the six perfections. Third, relying on other conduct: In the "Vinaya Sutra," it says: "Do not teach the Dharma to the disrespectful; do not teach to those with their heads covered, holding umbrellas, staffs, or weapons, or those wearing hats." And in the "Jataka Tales," it says: "Sit in a very low place, generate the splendor of gentleness, look with joyful eyes, as if drinking the nectar of words, listen to the Dharma with great attentiveness." As it is said, one should abandon all disrespectful behavior. Second, the order of the Dharma to be taught, in the guidance on the difficulty of obtaining leisure and fortune: Thinking about the essence of leisure and fortune, thinking about the qualities of fortune, thinking about the examples of difficulty to obtain, and thinking about the differences in quantity, these four. First, thinking about the essence of leisure: Generally, not being born in the eight unfavorable states, having the leisure to practice the sacred Dharma is called leisure and fortune. The unfavorable refers to the eight unfavorable states, as it is said: "Hell, hungry ghosts, and animals, borderlands, long-lived gods, wrong views, where Buddhas do not arise, and the mute, these are the eight unfavorable states." As it is said, if born in hell, one is tormented by the suffering of heat and cold, unable to practice the Dharma.

No leisure. Hungry ghosts have no leisure to practice Dharma because they are subject to the suffering of hunger and thirst. Animals have no leisure to practice Dharma because they are subject to the suffering of exploitation and mutual harm. Long-lived gods waste time in a state of unconsciousness, so they have no leisure to practice Dharma. If one is born in a borderland, there is no Buddha's teaching, so there is no leisure to practice Dharma. If one is born into a heretical sect or one who shares similar wrong views, one's mindstream is corrupted by wrong views, so there is no leisure to practice Dharma. If one is born in a dark age, even the sound of the Three Jewels is not heard, and one does not know good from evil, so there is no leisure to practice Dharma. If one is born mute, consciousness cannot function, so there is no leisure to practice Dharma. Among these eight states of no leisure, the three lower realms are constantly subjected to the suffering of heat, cold, hunger, and thirst, etc., which are the result of their own previous accumulation of negative karma, so they have no leisure to practice Dharma. The term "barbarian" refers to the thirty-two borderlands, such as "Klo Kha Khra." There are also barbarian religions that claim violence as Dharma, considering killing to be virtuous. These barbarians in the borderlands, although they have human-like forms, their minds are unusable, so they cannot be transformed towards the Holy Dharma. Furthermore, following the evil customs of their ancestors, such as taking their mothers as wives, is contrary to Dharma-compliant behavior. They are particularly skilled in non-virtuous activities such as killing living beings and hunting, and engage solely in evil. Many die and immediately go to the lower realms, so it is a place of no leisure. The term "long-lived gods" refers to unconscious gods who regard meditation without any awareness of good or evil as liberation, and practice it, thus being born as unconscious gods. They remain in that state of samadhi for many great eons, and when the karma that propelled them is exhausted, they are born into the lower realms due to the habit of wrong views, so there is no leisure to practice Dharma. Wrong views are, in general, those outside the Buddha's teachings who hold wrong views of permanence or annihilation. Because their minds are corrupted by wrong views, they cannot generate faith in the correct Dharma, so they have no leisure to practice the Holy Dharma. However, in this land of Tibet, the Second Buddha of Oddiyana protects Tibet with compassion.
