"This shows why" means: no matter which gate of the vehicle one enters, ultimately one will not transcend this vehicle, therefore all other vehicles are taught as a stepping stone to this one, so it is said to be the general scripture. As the Illusion Vajra says: "From the stainless scripture itself, the general nature of action and wisdom, for the sake of perfect completion, it is the scripture itself."
