Nalamejra, a Vajra without lineage, was a person of low caste and fortunate. As well taught by the master Padmavajra, he meditated on the mountain of Gotampa for twelve years. Although he had realized the supreme accomplishment of Mahamudra, he knew that he had to report his deeds to the master. When he reported, the master said, "You should rely on a pig herding woman, and gradually transform into Vajrasattva through the conduct of pig herding." Thereafter, in a city north of Oddiyana (Ujjain), he benefited sentient beings through the conduct of pig herding, and empowered those who were fortunate. By teaching the instructions of the four mudras, he matured and liberated them. He was known as the glorious Phagpa Sangye. His disciple was the master Saro Ruha, known in Tibetan as Tso Kye (Ocean Born). He was of royal lineage, a great scholar who was proficient in all fields of knowledge, and knew many tantras of secret mantra. He served as the object of worship for the king. While he was teaching Dharma to an immeasurable retinue, an old woman gathering firewood came to that area. He saw her sometimes laughing and sometimes crying. The next day, the master went to her house and asked her. She said, "The laughing is because your teaching of Dharma is like Vajradhara teaching Dharma. The crying is because you are not explaining it according to the intention of Vajradhara." The master asked, "Then please cut off my doubts." She said, "I cannot cut them off, but you should ask the glorious Phagpa Sangye." When asked where he resided, she said, "He lives in a bad city in the north." Thereupon, the master set out to find him. In a dilapidated city in the north, he met the glorious Phagpa Sangye driving a large herd of pigs in front of him, carrying a large load of firewood together with a woman of low caste. He understood that these were symbols: carrying firewood was a symbol of not abandoning hatred, but purifying it in its own place; being with a woman of low caste was a symbol of purifying desire; and driving a herd of pigs was understood as a symbol of purifying ignorance. He requested to be taken as a disciple. Phagpa Sangye said, "I am of low caste and cannot even read. To say that you need instructions is just looking for trouble." He became angry and beat him. Then he went into a dirty, foul-smelling pigsty where the city's pigs were kept. That night, the master rested his head on the doorstep.

Then, relying on that, he sat by the door, setting up a mound of earth. At night, the pigs fought each other and caused damage to the teacher's water source, so he beat the pigs. The old, ugly, low-caste mother (or daughter) was trying to avert it, and pretending to act in an extremely base manner, but she did not succeed. After staying there for many days, one time at dawn, the teacher said: "What does this person at the door want?" The old mother (or daughter) said: "He says he wants to be taken care of by you." The teacher said: "This person named Kun Pandit is very arrogant, so he is not suitable as my vessel." There, I thought that my affairs would surely be accomplished, so I repeatedly requested, and (the teacher) gave the initiation, and bestowed all the teachings and subsequent teachings. He gave one of his own daughters, who seemed to be bad, saying: "Take this as a vidyādhari and practice." After that, the teacher again performed the duties of the king's chaplain as before, and without diverting his mind, he practiced single-mindedly. After twelve years, the supreme accomplishment of Mahāmudrā was brought under his control. Until then, he practiced secretly, but from then on, he also practiced openly in front of the world. Everyone thought that because he relied on a low-caste woman, the teacher was displeased. If the teacher is displeased, the king will also become displeased. In this way, all places will become impure and degenerate, so in order to purify, the root of all impurity—the teacher himself and the low-caste woman—should be burned in fire. He repeatedly requested this of the king. One time, looking down from the top of the palace, he saw the teacher coming out of the house with the low-caste woman. Then the king began to inflict punishment, and piled up a huge pile of wood. He placed the teacher and his consort on it, and again piled up wood and lit it. For seven days, the flames burned continuously without interruption. On the eighth day, when people cleared the pile that had turned to ashes, in the middle of a small lake, they saw a lotus that was very blooming, and the teacher and his consort appeared in the form of glorious Heruka and his consort. There, everyone was amazed, and he placed all the people of the land of Oḍḍiyāna (Orgyen, Ujjain, present-day Swat Valley region in Pakistan) in the Vajrayāna, with the king and five hundred attendants.
