Situated on a round base made of indigo-colored earth, the four-layered wheel structure gradually increases in height, resembling the steps of a round stupa, with the great bliss wheel at the center. Outside the eight-petaled lotus, complete with roots, stems, and filaments, are decorations of jewels or curved knives. It is adorned with fences, pillars, beams, and roofs.
