It is not just that they have no power, but they only have harm and no benefit. Moreover, even those who are known as great gods, such as Vishnu and Ishvara, and those who have great miraculous powers, such as the Wheel-Turning Kings, may be able to protect against some of the harms of this life, but there are also many cases where they cannot protect. They may give some indication of what to accept and reject in terms of karma and its results, and it may sometimes seem that they can save from the lower realms once or twice, but for the most part, even the places of acceptance and rejection are reversed, so they cannot even save from the lower realms temporarily. In particular, they never have the power to liberate from samsara, because they themselves have not been liberated from samsara and wander in samsara. Because their minds are disturbed by afflictions, they have not gained independence. Therefore, the Three Jewels can protect from all the sufferings of this life, the next life, the intermediate state, and samsara. Since no one other than the Three Jewels can save from the suffering of samsara, it is necessary to take refuge in the Three Jewels. The third point is how to protect: rely on the Buddha as a teacher, because you need to rely on a teacher who does not know the places of acceptance and rejection; rely on the Dharma as the actual refuge, because the acceptance and rejection taught by the Buddha is the Dharma, so by putting it into practice as it appears in the Dharma, you will be freed from all fears and gain all happiness. Rely on the Sangha as a companion, just as you need to find a guide when walking on an unfamiliar path. For example, just as you need to know where the guide is going and how to go, you need to do whatever they do. Although this is based on the assumption of seeing the Noble Ones directly, if there is a pure Sangha of ordinary beings who have a lineage of instructions and practices passed down from one Noble One to another, then it is also possible to rely on them, and this is more important nowadays. For secret mantra practitioners, the lama himself is the teacher, and the lama himself is the guide. Furthermore, because the Buddha possesses infinite wisdom, compassion, and power, he knows all the methods to protect all sentient beings who have taken refuge in wisdom from fear, suffering, and afflictions. With compassion, he does not abandon the benefit of sentient beings, but always protects them. With power, he protects them in accordance with their capacity.

Being able to protect, therefore, the Buddha is able to protect. The Sangha, the noble ones, also differ only in greatness, being similar to the Buddha. Possessing the special qualities of wisdom, compassion, and power, they are worthy of refuge and act to protect. The main way of protecting is that by practicing according to the sacred Dharma spoken by the Buddha and the Sangha, abandoning the cause, afflictions, one is liberated from all suffering and fear as a result. Another aspect of protection is not only relying on abandoning the cause of fear and suffering, but merely by reciting names, prostrating, and praying, one is actually protected from all harm, such as the sixteen fears, and completely preventing or prolonging rebirth in the lower realms, protecting in every way. The fourth point is the measure of having taken refuge: knowing the qualities, knowing the distinctions, making a commitment, and not seeking other refuges. When these four characteristics are complete, the refuge becomes pure. Among these, knowing the qualities means knowing the general qualities of the Three Jewels themselves, such as in the Sutra of Recollecting the Three Jewels or the Two Ornaments, understanding and believing as explained in the scriptures. Knowing the distinctions means that, in general, by taking refuge in the Buddha, the other two arise along the way, because the three are never separate from each other. Although it seems that taking refuge in one is sufficient, as it is said: "Depending on the three vehicles and three actions, according to the inclinations of faith, the three refuges are established separately." Therefore, it is necessary to determine them as three according to need, and according to the temporary main situation, knowing the individual distinctions, necessities, and ways of protecting of the three refuges themselves, as well as how the Buddha surpasses other teachers, how the sacred Dharma greatly surpasses wrong paths, and how the Sangha greatly surpasses groups of non-Buddhists, etc., fully understanding and gaining faith. Making a commitment means vowing to take refuge in the Three Jewels because of knowing the qualities. Not seeking other refuges means, relying on knowing the distinctions, not taking refuge in
