Therefore, it is called taking the vows, in fact, whether or not empowerment is given depends on whether or not one promises to hold the vows. This has the same meaning as asking about obstacles to the Pratimoksha vows. Here, some great chariot masters also say that by taking the vows three times, one can obtain the vows of mantra. Others refute that if the vows have already been obtained there, then there is no need for the ritual of the main empowerment. If the vows cannot be obtained, then there is no reason to be the main practice.
