Because there is not. Staying outside is also outside the mandala. Why can't they enter the door of the earthen house like a vagrant? There is no reason why the guardians of the retinue of the Wisdom Beings cannot view the mandala. Because here some say that certain ghosts are oath-bound, so they offer torma inside, and say that Brahma, Ishvara, etc., cannot view the mandala. These foolish liars use this as a sign of erudition, but no matter where, in whatever religion, honest scholars will only feel ashamed. Furthermore, if it is indeed ghosts and demons who cannot view the mandala, then it is also unreasonable to say, "Please accept me and make the disciples free from obstacles." Therefore, in many mandala rituals, there are times when tormas are offered only to worldly deities, but these are not the guardians of the Wisdom Beings and their retinue who were initially generated through the generation stage, nor are they specially invited for the sake of the practitioner, nor are they placed in the mandala and invited to reside there. Therefore, they all reside outside the mandala, and because they cannot freely enjoy the offerings as before, after the Wisdom Deities have been offered to within the mandala, they are only given a portion of the torma to the followers, and not only that, but a portion is also given to all beings. Here, if one is to offer torma to the sixty protectors, the dakinis, the local deities, the earth lords, and all beings, one should go to the six directions to offer the torma. If that is not possible, one should go to one direction, such as the east, and there offer all the tormas together, and finally distribute them to each direction, or even just scatter them in each direction. If the number of the sixty protectors is equal, one can also distinguish them according to the direction in which they reside. Or, according to the division of the elements, offer to the east to the guardians of the directions, to the south to the planets, to the north to the nagas, to the west to the bhutas, to the upper direction to the exhausted ones, and to the lower direction to the wrathful ones. The so-called upper and lower directions refer to the upper or lower floors, etc. If it is a mandala house on a hillside, then it actually exists, otherwise it is sent to the east of the east and the west of the west.

According to the above, internally, one offers to the deities of the mandala, in whom all transcendent beings are gathered, and externally, one satisfies all the guests of samsara and nirvana with tormas, but mainly the worldly beings. As for how to do this, it is explained in the mandala ritual itself. In terms of the subsequent branches, such as circumambulation, opening the door, prostration, offering flowers, and so on, although many are the same as the general secret ritual Vajra Garland, even so, there is no general contradiction. Because the Kalachakra system itself does not have these (contents) in terms of direct, suggestive, or indirect meaning. If too much is added, there is a danger of mixing. Therefore, the previous masters of our own tradition do not practice these. Seventh, regarding the order of self and other empowerment, it includes oneself entering and receiving empowerment, and guiding disciples to enter and giving empowerment. First, it is usually said that in the degenerate age, it is rare for vajra masters not to have faults in their vows, and if there are faults, they cannot give empowerment to disciples, so they take self-entry in order to restore the vows. Upon examining this, in general, when the vows of mantra are broken, in order to restore the vows, it is usually necessary to request empowerment from the vajra master alone. In special cases, if a suitable vajra master is not found, one should do much confession and restraint preceded by refuge and bodhicitta, and then do self-entry preceded by building a mandala together with friends, and it is said that this is also a way to restore the vows. It should be known that performing self-entry is mostly not only for the purpose of restoring vows. If one has not committed a root downfall, there is no need to restore the subtle branch vows. If one has committed a root downfall, then there is likely to be a vajra master nearby, and at that time, one cannot restore the vows by self-entry alone. Even if one can restore them, one cannot immediately give empowerment to others, because even if one has restored the vows, the sin of the root downfall has not been purified. And because the vows have been broken, one cannot do anything for the benefit of others, from divination to sadhana offerings. These tantras and commentaries do not explicitly state that one should perform self-entry. Therefore, although the components of building a mandala and performing sadhana offerings, and as the collection of causes for giving mantra vows to disciples, self-entry is not necessarily required.
