If one is a wealthy person who is able to afford it, the disciple must offer all the items, starting from the offering for the request and ending with the tsokhorlo, even including paying for the cost of those items. If the disciple is poor but qualified, and the guru is wealthy, then the disciple only needs to show respect and perform actions of body, speech, and mind, and diligently practice according to the guru's teachings. The guru should provide all the indispensable and complete items for the empowerment, and bestow the empowerment with various substances. This indicates that the differences in the increase or decrease of items should be examined and arranged with wisdom according to the amount of wealth each has. If both the guru and the disciple are solitary renunciates and there is no way to prepare elaborate items, then just construct a mandala of colored powders or painted cloth, and perform the empowerment with a small amount of offerings and empowerment substances. If even that is not available and there is no way to obtain it, but the disciple is qualified and it is necessary to bestow the empowerment at that time due to circumstances, then it is permissible to bestow the empowerment with only samadhi and verbal expression, without any material substances. As it says in the Don Dam Nyen Pa (Tattvartha-sevana): "For a completely pure disciple who has no wealth, the precious empowerment that is the cause of perfect enlightenment, the guru should bestow it with his own speech, completely pure, even if there are no offerings." The phrase "with his own speech" indicates that even if there are no empowerment items such as conch trumpets and crowns, water empowerment and so on can be given with words. If the guru and disciple cannot find a karma mudra for the higher empowerments, then they should accomplish it with their own body hand mudra or mind mudra alone. Otherwise, it is possible to find one, which indicates that it is not permissible to bestow higher empowerments on disciples who are inferior to the wisdom consort. Even if the disciple is wealthy, but does not offer the items as mentioned above to the guru, and forcefully requests the empowerment, this will lead to various unpleasant things in this life, and will be the cause of suffering in the next life. Thus, even for the empowerment of a renunciate alone, it is necessary to prepare the mandala and offerings etc. through the means of samadhi, therefore, by gaining clear appearance through focus.

Each aspect can be accomplished with a single answer. If not obtained, concentrate and exert the power of intelligence, repeatedly clarifying until both teacher and student are convinced. "One should give to the renunciate." Up to this point are the seven empowerments and the three, including the vase empowerment. In the fourth empowerment, there is no difference between the renunciate and the wealthy. The commentary states, "Similarly, the fourth empowerment, the path of smoke and so forth should be given." That is, it should be expressed in words. This also clarifies that for the disciple's empowerment, the fourth empowerment that transcends the world is necessary. Although the instructions for the fourth empowerment must be expressed in words, the statement here, "It should be expressed in words," is because the phrase "the previous" has already set the boundary with words. Therefore, it should not be applied solely as a characteristic of the fourth empowerment. From the beginning with the clothes and blindfold, to the middle with the diadem and ribbons, and finally to the wisdom and knowledge consort, there are no material objects, hence the expression in words. Furthermore, in the Great Commentary, it says, "Similarly, the treasure of all qualities is endowed with the root yoga, and the moment of immutable great bliss should be expressed in words." This means that during the fourth empowerment, not only must the ten signs, such as smoke, initially and definitively indicate the path of virtue, but they are also needed during the path itself, which can be understood implicitly. Similarly, the root conduct of retaining life force and the path of immutable bliss, the instructions for mindfulness and samadhi, must also be shown. Therefore, in the actual path and the supplementary means, practical guidance on the action seal is necessary. If the renunciate yogi cannot accomplish this, the teacher must teach these instructions through words. Therefore, "the path of smoke and so forth" refers to the time of empowerment, and "the treasure of all qualities" and so forth refer to the instructions for practicing the six yogas. Otherwise, if during the fourth empowerment, one were to combine both by merely explaining the words of the six yogas and the result, then from the "and so forth" of smoke and so on, the root conduct and so on would also be included. In that case, the word "and so forth" would be meaningless, and the phrase "it should be expressed in words" would be redundant twice, leading to a fault. If you think this is you deliberately nitpicking, it is not, because there is no need to nitpick over that.
