If one thinks that way, then even the mere term "eleven empowerments, the pure union of eleven or twelve bhumis" will be contradictory, because the fourteen empowerments have only gone to the union with eleven or twelve bhumis. Furthermore, the quotations of the four mudras of the completion stage quoted above, and these quotations of the distinction between mundane and supramundane, no matter which one is suitable to be a master or a disciple if they have faith and fortune, it is only said that the supramundane empowerment must be given. Although it should not be given to those who do not have fortune and faith, that is not only the fourth supramundane empowerment, but also the same up to the seven empowerments, so it will not become the distinction between the master's and the disciple's empowerment. If so, then in the Vimalaprabha it says: "The higher empowerment is of two kinds, one is for the purpose of leading sentient beings, the second is for the purpose of fully understanding the path, and the third is for the purpose of having the authority to listen to the tantra. The other is for the purpose of bestowing the position of a great master, and for the sake of being a teacher." As it is said, the higher empowerment is definitely divided into two empowerments of disciple and master, and the disciple is also indicated by "Glorious Wisdom Woman" and so on. If you think that the fourth transcendental empowerment was not mentioned at that time in both the tantra and the commentary, then the certainty of the meaning here will be quickly explained, but to explain a little, here it says that there are two higher empowerments, which means that it is definitely divided into two categories, but where is it definitely divided into two things? For example, if you say that all dharmas are two, namely contaminated and uncontaminated, it means that any dharma, whatever it is, is either contaminated, or it is uncontaminated, that is what it means, where is it that the characteristics of contaminated and uncontaminated are each determined as one? In the uncontaminated dharma, there are also internal distinctions such as conditioned and unconditioned, and there are many different characteristics, and in the contaminated dharma, there are also vessel and content, object and objectifier, etc., and there are countless different characteristics. Similarly, here it is also said that the higher empowerment is definitely divided into two categories, belonging to the category of disciple empowerment and belonging to the category of master empowerment, but where is it certain that these two have their own different empowerment rituals? Therefore, the words of the commentary itself clearly state that the mundane empowerments of the disciples are spoken of.

As it is said: In order to settle sentient beings, the four kinds of empowerment of mundane truth are definite. Therefore, now, for sentient beings who are not actually qualified to receive the fourth empowerment, in order to gradually enter the fourth empowerment beyond the world, now actually naming one of the mundane dharmas as the fourth empowerment, pretending it to be like the complete four empowerments and giving it. This implies the meaning of "completely understanding the path." Even if the fourth empowerment is not given immediately, the reason for explaining the distinction is: the mundane path is actually clearly understood, even if the practice and characteristics of cultivating the path beyond the world are not clearly understood, but apart from this, there exists a path beyond the world, the most supreme, possessing such benefits. Thus generating faith, and generating understanding in a rough way, this is slightly distinguishing the difference between the two paths. Therefore, for this purpose, giving all the distinctions of empowerment, etc. The former is temporarily for those who have no faith in the fourth path, while the latter is now Actually, the fourth empowerment cannot be shown, but there are indeed people who have faith. Even showing its characteristics is okay, but now it is impossible to immediately generate experience. For disciples who can immediately generate experience, and for those who do not mainly practice meditation, but if they have faith and can understand all the tantras, and are intelligent people who want to listen, the fourth empowerment beyond the world must also be given. In this way, through three different dispositions, three ways of empowerment have appeared, but all of these should be understood as being for the benefit of the disciples. It should be understood in this way. After that, slightly explaining the actions of the disciple and the master after the fourth empowerment. First is the offering, in the tantra it says: From the sixth part of the body, among the limbs such as hands, feet, and body, the best limb should also be offered. From the source of actions, offer speech, and from the source, offer the mind with merits. From the components of the elements, offer the two feet, and from the collection of livestock, offer the other parts. In order to recognize the supreme mudra, offer it to the master.
