For the sake of the cause, the actual, and the result of turning the wheel of Dharma, I urge and pray. First, the cause has two aspects: the basis and the necessity. The basis is supreme enlightenment, etc., that is, only one who has vanquished all the hosts of demons and has attained complete and perfect enlightenment can turn the wheel of Dharma in the world. Otherwise, one cannot be a guide for all beings. The necessity is to benefit all living beings, that is, for the sake of benefit. Secondly, the actual is the wheel of Dharma, etc. Among these, most of the Vaibhashika school believes that only the realization of the path of seeing is the wheel of Dharma of meaning, and that the teaching of the Dharma itself as a means of obtaining it is the wheel of Dharma of language. But here it is not so, for whatever, up to the attainment of forbearance, each different level of supramundane bhumi is newly attained on the Mahayana path, and all such as the four fruits of the Hearers are wheels of Dharma of realization. Not to mention directly realizing them, all the teachings of the Dharma from the scriptures are also wheels of Dharma of language, and these are all conventional wheels of Dharma. The uninterrupted flow of wisdom that sees all knowable things is the wheel of Dharma of realization, and the ocean of scriptures that corresponds to this meaning appears to the Buddha himself, this is the wheel of Dharma of language, and these two are the ultimate wheels of Dharma. The way in which the Tathagatas turn the wheel of Dharma in the world is also threefold: especially for the disciples of the Hinayana, they turn the wheel of Dharma of the four truths; especially for the Bodhisattvas who have newly entered the Mahayana and whose minds are distracted by emptiness, they turn the wheel of Dharma of no characteristics; especially for the sharp-witted Bodhisattvas who have gradually entered all kinds of vehicles and whose minds are extremely purified, they turn the wheel of Dharma that is endowed with excellent distinctions, or the wheel of Dharma of the words of the irreversible wheel, or the wheel of Dharma of prophecy, or they teach the words of the Tathagatagarbha. Thirdly, the result is the Dharma drum, etc., the gods...

Just as the sound of a great drum revives disheartened celestial soldiers, dispelling suffering and unease, so too, the Buddha's teachings are here depicted as the great drum of the gods. Its sound eliminates the suffering of sentient beings. Sentient beings in suffering are depicted as an army of gods. May they be liberated from suffering! This is the fruit of teaching the Dharma, liberating sentient beings from the suffering of samsara and placing them in the bliss of liberation. Seventh is: "In billions of incalculable kalpas." and so on, ten lines. Here, "billions" does not refer to a hundred thousand times a hundred thousand, but rather signifies a vast multitude. Therefore, the distinction of time is kalpas, etc., and the distinction of action is teaching the Dharma, etc. The actual meaning is: May the Buddha not pass into nirvana, but remain in the world. For what reason should he remain? Because of "in the mud of desire," etc. Sentient beings of the three realms are bound by their respective realms. Craving is the rope of craving, tightly binding them. Desire is the object of craving, sinking into a mud that is difficult to cross. May the supreme two-legged Buddhas look upon with great compassion those who are bound by the fetters of afflictions, such as the view of the perishable aggregate. This shows the cause of great compassion. Some may think that it is reasonable for beings of the desire realm to sink into the mud of desires such as form, but it is not appropriate to say so for the other two realms. Desire refers to craving and its object, so there is no contradiction. That is to say, the objects of craving for those beings are the aggregates and the pleasant feeling of the lower three dhyanas, as well as the equanimity of the fourth dhyana and the formless realms, which are also what they desire. Therefore, the word "desire" is used to indicate this. In order to dispel the doubts of this verse, because the mind is covered by the defilement of afflictions, shouldn't those who commit the five heinous crimes, steal, commit adultery, slander the Buddha, accumulate sins, and other evil deeds be looked upon with compassion? The Buddhas do not rebuke them, but...
