The Turning of the Wheel of Definitive Meaning This, along with the three wheels and the wheel of mantras, does not belong to any of the four wheels of command. One might wonder how a Dharma wheel could arise that shows another good definitive meaning, derived from the subject matter of the intermediate wheel and the wheel of mantras.
