As the twenty-one deities of the action assembly appear below, each meditating on their respective sadhana, the best is to recite four times ten thousand, the middle is ten thousand each, and even the least is four thousand each. According to what is said in the text, one has the power to accomplish all the action assemblies. If one obtains the lineage of empowerment into the mandala of the seventeen supreme Tara deities, then this recitation alone is sufficient for that empowerment. The ritual for that empowerment also appears in the action assembly of this very sadhana of the twenty-one homages. In particular, it is necessary to accomplish the permission of this general practice and the twenty-one deities of the action assembly. The Tara known as the body mandala also becomes solely the blessing of this. In the past, there also appeared an empowerment and command that combined the twenty-one Taras into one mandala. In the meantime, relying on that, the main transfer was arbitrarily combined, and it seems that the empowerment of twenty-one mandalas occurred. It is merely a liking for a large number, and it is a great effort without meaning. The method of concealing the sun, these Dharma cycles of the twenty-one Taras, explained as supreme, are very profound and greatly blessed. In the past, this was very widespread in Tibet. During the time of the three white Jetsuns of Sakya, the practice of this Dharma cycle was very prevalent. Although they had great faith in the action assemblies as special instructions, there was some basis for questioning whether the composition of the text was Indian or not. In the Dharma school of the great Jetsun, a Kashmiri monk appeared and this Indian text came from his hand. Later, when two or three Indian texts from different countries were gathered, the Indian text became undisputed, and the holy beings had great faith in it. Now, one should rely on the individual sadhanas. For these, with refuge and bodhicitta preceding, starting from purifying into emptiness with Shunyata, the general activities of the sadhana are the same as before until the recitation.
