Manifest observation means that these are used as substances of samaya, relied upon, and eaten, from which accomplishment arises. What kind of accomplishment arises? It is said that it is accomplished to universally act in the sky. It is accomplished to have dominion over the sky, and to have dominion over forms with obstacles like the sky, therefore, the names of those are called Dakinis. Similarly, the mudra goddesses of glorious Vajrasattva also please with the bliss of enjoyment in accordance with the way of accomplishment of the Dakinis, and the elements arising from that are also used as substances of samaya and practiced, from which the siddhi of dominion over all dharmas is obtained, therefore, the Dakinis, and the means and results that are the same as that, are similar to the Dakinis in mind, therefore here also it is called Dakini. The meaning of this is that all the dharmas of samsara and nirvana, all times and things, all kinds, are the nature and illusion of glorious Vajrasattva, therefore there is no dharma that is not a Buddha. All Buddhas are also his nature, therefore it is explained as equal union with all Buddhas. Among them, "Everywhere, all things" is a word that indicates all times and things. In "Self, always, all aspects," the sound of "self" is the essence of glorious Vajrasattva. "Always" is without distinguishing time. "All aspects" are all the differences of the aspects of time and things. The brief summary of these is "Buddhas, etc., all moving and unmoving." Since glorious Vajrasattva has become the nature of all these, therefore "become the self of all things." Among them, the sound of "self" here is the teacher glorious Vajrasattva, therefore it will be shown as "is everything." In general, the word self has four meanings: the eternal and unchanging "self" spoken of by outsiders; the five aggregates spoken of as "self" by the Shravakas and Pratyekabuddhas; Mahayana practitioners do not distinguish the meaning of the five aggregates, but only name it "self"; in addition, if the meaning of the five aggregates is analyzed with wisdom, then no self-nature can be established, therefore it is called self-nature.
