Having obtained the seed of the ground, practicing for countless kalpas, Sixteen transformations occur here, reaching the end of sixteen lifetimes, One will attain the peaceful Buddha nature. Thus, and so on, it is extensively taught. Now, the vows of the great yoga will be explained. Among them, some tantras explain from the aspect of the basis of training, such as not killing and not harming sentient beings, and guarding against the root of downfall. Some tantras (Moon Secret) explain from the aspect of vows of practice, such as meditating on the mudras of body, speech, and mind. Some tantras (Guhyasamaja) explain from the aspect of vows of practicing profound methods and wisdom, such as killing and taking what is not given, practicing great conduct (these are from the new tantras). Now, the content from the old tantras will be discussed. Some (Heart Essence) explain from the aspect of vows of practice and protection, divided into root and branches, not abandoning, accepting, practicing, knowing, and accomplishing. Some (Compilation) extensively explain from the perspective of common, special, and superior vows. Although explained from various methods, in general, what yogis should protect and practice seems to converge into one. Because those who abide in the vows of protection must also protect the vows of practice, and conduct is not prohibited. Those who teach great conduct must also have the vows of protection. Because before obtaining the power of wisdom, samadhi, and great compassion, if one remains in ordinary conduct under the influence of desire and so on, even killing and so on will not become a fault. If that were the case, then all sentient beings would naturally have the path to liberation, and thus would have already been liberated. The Buddhas would not need to guide the path to liberation, but that is not the case. If one enters the profound gate of mantra and practices great conduct merely with faith, relying on the great blessings of the Three Jewels, wisdom

If someone does not possess the power of meditative absorption and great compassion, yet is not stained by the obscurations of karma, then, as stated in the tantras, previously there were those who, through wrongly practicing secret mantras, incurred great downfalls, ultimately transforming into the great Rudra; furthermore, in the Mahayoga Tantra, it is said that the nine doors of downfall are the characteristics of wrong practice, if such things do not occur, but the reality is not so, therefore, all yogis should be embraced by skillful means, and must properly protect everything. Therefore, in the Shri Guhyasamaja Tantra, during the section on proclaiming vows, it is said, "You should kill living beings, and you should also take what is not given," and so forth, although it speaks of proclaiming the vows of great conduct, in the initiation rituals of that very tantra, performed by masters from the guru to Glingpa and others, it is said that first, based on the common vows, the wisdom initiation is conferred, and based on the fourteen root downfalls and the eight gross downfalls, the Vajra Acharya initiation is conferred, bestowing the characteristics of the state of the great Vajradhara, but the proclamation of the vows of great conduct spoken of in that very tantra is not mentioned. Furthermore, in the commentary on this very tantra, the Intentional Explanation, it is said that these vows are words of intentional meaning, therefore, this intentional meaning, which is not shown in the sadhanas and tantras, will also universally benefit yogis, and it is evident that it is intended for those who would waste the continuum of ordinary people. In general, in the secret instructions, it is also said that profound view and great conduct are secret, therefore, they are not common to all. If that is the case, then it is not appropriate to proclaim such vows in the tantra itself, if someone asks, then, this is how it is understood, to show such profound aspects of skillful means and wisdom, is not something that must be kept entirely secret, because according to the differences in taming, it is impossible to measure the holy individuals who are able to practice as they are taught, and some individuals, although they do not possess the power to practice themselves, after hearing the profound principles of view and conduct of skillful means and wisdom, will regard things as
