Also, they practice being completely grasped by skillful means and wisdom. Moreover, they particularly practice the profound and vast vows that are unique to it. The common deity vows are: all the vows that are spoken without distinction as a means to please one's own deity, and it is said that those spoken specifically should also be gathered together in common. For example, for the Buddha family, although taking vows of morality and the Three Jewels is said to be a special deity vow, those who practice other families such as the Vajra family must also protect it. Similarly, it should also be understood that for the Padma family, taking the sacred Dharma, and for the Vajra family, taking the mind of enlightenment, and so on. The vows common to all individuals are: such as whether one is ordained or a householder, whether one is a Vajra master or not, whether one is capable of engaging in great accomplishment or not, whether one is a supreme companion in practice, etc., all those who desire action, accomplishment, merit, and liberation must also commonly protect these. The root of the root of all these common protections is: the characteristic of fully taking the mind of enlightenment. This is also like this, closely showing the profound way of skillful means and wisdom, criticizing actions and deeds, with the mind of enlightenment being the main thing, known as the tantra of specific actions. From the Vairochana Abhisambodhi Tantra: Like this, householder Bodhisattvas who have entered the door of secret mantra, completely grasped by skillful means and wisdom, properly take the path of the ten virtuous actions, taking the five training bases, gathering sentient beings with the four objects of gathering, and it is said that they should not abandon the four root downfalls even for the sake of their lives. Among these, the five training bases are: abandoning killing, abandoning taking what is not given, abandoning sexual misconduct, abandoning lying, and abandoning wrong views. The four root downfalls are: abandoning the sacred Dharma, abandoning the mind of enlightenment, being miserly, and harmful intent. If one holds the mind of enlightenment with these vows, how will it be? Abandoning killing, and so on.

The four bases for learning are: the nature of discipline as the basis for the mind of enlightenment. Wrong view is an obstacle to the arising of the mind of enlightenment, because if it exists, there will be no opportunity for the mind of enlightenment to arise. If one abandons wrong view and possesses right view, there will be an opportunity for the mind of enlightenment to arise. Therefore, these five bases are the basis for the arising of the mind of enlightenment, so the basis for learning is only these five. The roots of downfall are also the basis, because in that very tantra, the Bodhisattva Vajrapani, in the mandala of the Blessed One Vairochana, having explained the greatness of the qualities of the omniscient wisdom, then asked the Blessed One, "What is the cause of that omniscient wisdom? What is the root? What is the ultimate?" The Blessed One replied, "The cause of that omniscient wisdom is the mind of enlightenment. The root is great compassion. The ultimate is skillful means." Therefore, here, abandoning the mind of enlightenment is abandoning the cause of that omniscient wisdom. Similarly, being miserly and having harmful thoughts is abandoning its root, great compassion. Abandoning the sacred Dharma is abandoning its ultimate, skillful means. In that case, that omniscient wisdom is completely abandoned. Therefore, these are said to be the great roots of downfall. In this tantra, it is said very briefly. Therefore, even from the occasion of bestowing vows in this very tantra, it is said: "From today onwards, you, my child, the sacred Dharma and the mind of enlightenment, even for the sake of your life, from now on, do not completely abandon. You should not be miserly, nor should you harm sentient beings. Just as you protect your own life, so should you protect these." So it is said. Generally, in the action tantras, the root vows to be practiced and cultivated are known as thirteen, namely the differences in the mandalas of the three families spoken by the Blessed One, there are three thousand five hundred mandalas.
