Thus it was said. Furthermore, it is said thus: One should not give to those who do not know the samaya, who are extremely unrefined, who have not relied [on a guru] for a year, and who have not given thousands [of offerings]. Thus it was said. Furthermore, without having seen the mudra from the hand of the master, without having received the mantra, and without having allowed the power of accomplishment to enter, let alone obtaining activities and accomplishments, even looking at the treasury of secret mantras on one's own is not allowed (it is the same in the Dzogchen woodblock print, but it is thought that it may be allowed, so I dare not modify it). Like this, without having received the samaya, looking at the treasury of secret mantras on one's own, using substances offered to the deity, and making the deity's mudras, etc., for these non-virtuous actions, those who are without any restraint, not only is the ripening result very heavy, but in this very life, they are given by glorious Vajrapani as food for obstacles and evil spirits. Therefore, even those who only see this world should avoid such actions. Like this, then, the supreme vidyaraja Vajrapani said to the evil spirits: Bhagavan, for the sake of all sentient beings, do you hold this supreme vidya? Bhagavan, do you not see that I am being deceived by you, and that sentient beings are also finding an opportunity? Then, the lord of yakshas, Vajrapani, said to the evil spirits: Listen! Those who do not know the samaya and recite my extensive vidya rituals, take them away! Those who eat the leftovers of others, and use the incense, perfumes, and flowers offered to the deity, take them away! Thus it was said. Furthermore, it is said thus: All those demons, subdued by the power of the yogi's teachings, are led to Vajrapani. The Bhagavan Vajradhara, seeing them, if you want to live, prostrate to the supreme vidyaraja, see the mudra and abide in the teachings, and having abided, release these people! Thus he scolded the demons. Having said this, those demons, all at that time spoke of the teachings: This work of yours is supreme, others cannot do it, it is fierce and virtuous. Lord, your command, we will do as such.
