The actual statement of establishment: In order to bestow the ripening liberation of this profound secret treasury, first, the students should not be sudden, but should pray with respectful conduct for several months or years in advance. The teacher should know the time, and if he knows that there are no obstacles, he should agree. In this case, it is best to have completed the general Three Roots and the individual deity practices, or at least the ripening method that encompasses all lineages, Vajrasattva (藏文:རྡོ་རྗེ་སེམས་དཔའ།,梵文天城体:वज्रसत्त्व,梵文罗马拟音:Vajrasattva,汉语字面意思:Diamond Being), Guru Chowang's Lama Sangdu, any of the Wrathful Guruyoga like Ratna's, the Rainbow Body All-Gathering of the Three Jewels, Karma Lingpa's Peaceful and Wrathful Deities, Nyangrel's Eight Heruka Sadhanas Gathering of the Sugatas, and the practice of the Black Wrathful One, whichever is appropriate in terms of time, signs, and quantity, must be completed. Again, for the sake of empowerment, in order to increase one's own power and request blessings, one must supplement the practice of each of the Three Roots individually, or the combined practice of the Three Roots in general, as well as the Peaceful and Wrathful Deities, the Eight Herukas, and so on. It is said that these can rely on simple methods such as single mudra practice. The students should also not be distracted by other tasks until this matter is completed, no matter how many months or years it takes, and they should have enough offerings and means of livelihood for themselves. Even if the lama does not require it, they should have material offerings as much as possible in order to complete their own gathering and to avoid contempt for the sacred Dharma. In order to prevent obstacles to the preliminary practices of empowerment, one thousand tsok offerings related to the Lama Sadhana Father Tantra and Mother Tantra of Secret Bindu Lama Dakini, or at least about three hundred each, and many Tara mandala rituals, and reversing rituals for seven or five days through any Kilaya, adding the suppression of oath-breakers and fierce fire offerings, as well as the reversal of the White Umbrella, the demon reversal of the Heart Sutra, the torma of the Eight Classes and the Mamos, the torma for repaying debts and water torma, the supplication and entrustment of the general and specific protectors, pacifying conflicts, the great tsok offerings of purification related to the Peaceful and Wrathful Deities, Vajrasattva, etc., the Stainless Confession Tantra, the extensive, medium, and concise versions of the Hundred Thousand Rituals, whatever is possible, the Kathang, the Names of Manjushri, the Auspicious Accumulation, the peaceful fire offering, and the offering of gods, smoke offerings, and tormas.

When entering the actual empowerment, regarding the number of disciples: Since there is no scripture that explicitly prohibits considering it of great significance merely by seeing the mandala, most vidyadharas nowadays have adopted the practice of making entry more lenient. However, if there are too many people, it will hinder practical operations, etc., and especially it should never be widely spread to lay men and women. Unless they are the kind of people who engage in the recitation and practice of the Three Roots, the tenth day of each month, and continuously make torma offerings without fail, or who, through prior preparation, are certain to benefit the continuation of the teachings by altruistically teaching and spreading them, otherwise, if they merely follow fame and are unable to even make torma offerings, I think that giving complete empowerment to such individuals will only add to the accumulation of bad karma. When the time comes for the actual empowerment, it should be started on days such as the Guru's festival, or when auspicious planetary and stellar conjunctions occur. As it is said, the elaborate and medium methods of practice should be arranged, and understanding should be gained through seeing the practice. For those who are very busy and have no time or resources, first empower them sequentially, starting with Mindrolling Vajrasattva. Although empowerment and instruction can be separated in most cases, here I will explain them in a way that combines empowerment and instruction separately. In the Clear Light Great Perfection tantra, The Vajrasattva Heart Mirror, it says: "Generation stage Mahayoga is like the basis of all dharmas. Completion stage Anuyoga is like the path of all dharmas. Great Perfection Atiyoga is like the fruit of all dharmas." Therefore, the generation and completion stages are divided into three categories, and finally, the pith instructions that integrate the essence of the three yogas, as well as the practice of the complete interdependent rituals, etc., are divided into four parts. First, regarding the generation stage Mahayoga, there are two parts: the vast root is the tantra, and the profound practice is the sadhana section. The first is: the emanation of the great translator Vairochana, the great sun of the early translation teachings, Orgyen Terdak Lingpa Pema Garwang Gyurme Dorje Tsal, the profound treasure that was personally offered by the protectors of the glorious mantra from Ngamshö Namchak Drak (ངམ་ཤོད་གནམ་ལྕགས་བྲག་), the Peaceful Vajradhatu Great Secret.
