务农之人,以善巧方便之心,用爱心养育子女和仆人,亲近佛法,运用慈悲心和爱心为己所用。一位精通法律的护法国王,以幸福安乐的方式治理自己的领土,行自他二利的善事,从而积累无量的功德。有些不知廉耻的人,殴打父母,杀害朋友和子女,摧残亲戚。因此,今生会受到乡邻的谴责,内心充满烦恼和痛苦,死后会堕入地狱。同样,边地的恶行国王们,傲慢地驱使自己的部属,凶残的盗匪们杀戮和摧残他人,以如火般燃烧的贪嗔之心,驱使自己和他人造作恶业。在寿命耗尽之时,如同从悬崖上坠落一般,无数劫堕入地狱,哭号不止,必须承受难以忍受的痛苦。大王啊!这片红色面孔的藏地,以佛法来调伏是多么神奇啊!国王的命令传遍整个藏区,因此聚集了眷属,因缘非常殊胜,所以将王位授予您。于是,国王向雪域藏地颁布文书,召集所有藏民,在三界铜宫洲开启了宝权曼荼罗,并将王位授予国王。在《佛法教诲之明灯》中,王权宝藏品第三。 之后,菩提萨埵阿阇黎对国王说:大王,护法国王啊!佛法的根本在于五戒,分为四四二十条。对于普通百姓的法律,根本在于羞耻心和廉耻心。在九大节日里杀生,罪业会增长百万倍,死后会堕入地狱。因此,国王应当禁止在节日里杀生。偷盗或抢夺佛物和无力偿还的物品,罪业会增长百万倍。因此,国王应当禁止偷盗四种重物。对于王族之母、姐妹、女儿,以及已出家的妇女,行不净行,罪业会增长百万倍。

Farmers, with skillful means, lovingly nurture their children and servants, drawing near to the Dharma, and employing loving-kindness and compassion for their own benefit. A Dharma-protecting king, skilled in the law, governs his territory with happiness and peace, engaging in virtuous deeds for the benefit of self and others, thereby accumulating immeasurable merit. Some shameless individuals beat their parents, kill friends and children, and destroy relatives. Therefore, in this life, they will be condemned by their neighbors, their hearts filled with affliction and suffering, and after death, they will fall into hell. Similarly, evil kings in border regions, arrogantly drive their subordinates, and cruel bandits kill and destroy others. With minds burning like fire with attachment and hatred, they drive themselves and others to create evil deeds. When their lifespan is exhausted, like falling from a cliff, they fall into hell for countless eons, crying incessantly, and must endure unbearable suffering. Great King! How wondrous it is that this land of red-faced Tibet is tamed by the Dharma! The king's command spread throughout the entire Tibetan region, therefore gathering retinues, and the auspiciousness is exceedingly great, so the kingship is bestowed upon you. Thereupon, the king issued documents to the snowy land of Tibet, summoning all Tibetans, and in the Copper Palace Continent of the Three Realms, opened the Mandala of the Jewel Empowerment, and bestowed the kingship upon the king. From the Lamp of Dharma Teachings, the chapter on the Treasure of Royal Power, the third. Then, the Acharya Bodhisattva said to the king: Great King, Dharma-protecting King! The root of the Dharma lies in the five precepts, divided into four fours, making twenty. For the laws of ordinary people, the root lies in shame and conscience. Killing sentient beings on the nine great festivals, sin will increase a millionfold, and after death, one will fall into hell. Therefore, the king should prohibit killing on festivals. Stealing or robbing the property of the Buddha and items that cannot be repaid, sin will increase a millionfold. Therefore, the king should prohibit stealing the four heavy items. Engaging in impure conduct with the mother, sisters, daughters of the royal family, and women who have taken vows, sin will increase a millionfold.
