因是法座持有者，故顶戴于头顶；大国王并立众多，则国家衰败；出家众各自分裂，则内乱兴盛；无信仰之狡猾者众多，则教法毁坏；因此，于护法国王的统治下，纵然出家处寺院兴盛至千万，亦应集于具方便之首领一人之下；因是缘起，故国家安乐兴盛；胜过无戒律，仅着袈裟之僧团；应珍视善护戒律之士。 《殊胜统治权之历史》终。 铜藏。

Because it is the holder of the seat, carry it on your head; if many great kings coexist, the kingdom will perish; if the Sangha is divided into factions, internal strife will flourish; if many faithless and cunning people exist, the teachings will be destroyed; therefore, under the dominion of a Dharma-protecting king, even if the monastic places and monasteries flourish to the extent of millions, they should be gathered under the control of a single leader with skillful means; because it is interdependent, the kingdom will be filled with peace and happiness; more than a community that wears saffron robes without discipline, cherish the individual who upholds the Vinaya well.
