無有也。化身釋迦牟尼的所化眾生,僅此贍部洲,以及未被佛陀所化的國土,不可衡量與計數。此雪域藏地,乃菩提薩埵蓮花生、赤松德贊三者之所化,故當全數納於佛法之中,建立佛法之律制,一次佛法將會興盛。 復次,一切有情皆已度過五毒煩惱之浪濤,從無數劫之前,至今皆於輪迴中流轉。如今若仍未識煩惱之對治,則將於三惡道中無有解脫地流轉。故當為歸於國王統治下之有情,降下正法之雨。首先,善說因果之法,令其善解,並將四根本之律制,銘刻於各自心中,務必守護。為上、中、下三等有情,宣說三種正法之律制。對於個別凡夫俗子,以及蓮花部之種姓,包含女性在內,制定九大節日之律制。初一、初八、十四,十五、十八、二十三、二十四、二十八、天空日,無論造作何種罪業,皆增長百千倍,壽命終盡將墮入地獄。於九大節日殺生,需賠償該有情之價值。需供養三寶。若犯下五無間罪與殺人之罪,則流放至邊地,或以嚴厲之刑罰懲處,或課以奇日之千贖。於九大節日中,若行偷盜,以及取走財物與慈悲之物,則需向國王之財產賠償百倍,向三寶之財產賠償八十倍,向慈悲之財產賠償五十倍,向搶奪之財產賠償三十倍,向偷盜之財產賠償十倍。其中三分之一,需因罪行而供養三寶之物。與六位女性行淫者,每位女性需賠償十萬之數。無主之處女,以及女兒之贖金,由國王取走。有主之三者,則由主人取走。若說五種重大的謊言,若因此產生罪過,則流放至邊地。若剛說完謊言,則需積累國王、侍從、他人三者之功德,並懺悔與請求寬恕。如是說。出自《闡明律制之明燈》。

None. The beings to be tamed by the incarnate Shakyamuni are this Jambudvipa alone, and the lands not tamed by the Buddha are immeasurable and countless. This snowy land of Tibet is to be tamed by the three, Bodhisattva Padmasambhava and Trisong Detsen, so all should be taken into the Dharma, the laws of the Dharma should be established, and once the Dharma will flourish. Furthermore, all sentient beings have crossed the waves of the five poisons, and from countless eons ago until now have wandered in samsara. Now, if they still do not know the antidote to the afflictions, they will wander in the three lower realms without liberation. Therefore, for the sentient beings under the rule of the king, the rain of the sacred Dharma should be poured down. First, the Dharma of cause and effect should be well explained so that they understand it well, and the four root laws should be engraved in their hearts, and they must be protected. For the superior, intermediate, and inferior sentient beings, three kinds of sacred Dharma laws are taught. For individual ordinary people, and the lineage of the lotus family, including women, the laws of the nine great festivals are established. On the first, eighth, fourteenth, fifteenth, eighteenth, twenty-third, twenty-fourth, twenty-eighth, and empty sky days, whatever sins are committed will increase a hundred thousand times, and when life ends, they will fall into hell. If life is taken on the nine great festivals, the value of that sentient being must be compensated. Offerings must be made to the Three Jewels. If the five heinous crimes and the crime of killing a person are committed, they will be exiled to the borderlands, or punished with severe penalties, or charged with a thousand ransoms of Chiri. On the nine great festivals, if theft and robbery are committed, and wealth and compassionate objects are taken, then a hundredfold must be compensated to the king's property, eightyfold to the Three Jewels' property, fiftyfold to the compassionate wealth, thirtyfold to the robbed wealth, and tenfold to the stolen wealth. One-third of these must be offered to the Three Jewels' objects for the sake of sinful deeds. Those who have intercourse with six women must pay a hundred thousand for each woman. The king takes the ransom for ownerless virgins and daughters. The three with owners are taken by the owners. If five heavy lies are told, if guilt arises from this, they are exiled to the borderlands. As soon as the lie is told, the merits of the king, attendants, and others must be accumulated, and confession and forgiveness must be requested. Thus it is said. ༔ 对于违背守护平民法律的方法进行惩处的第十章。此后,对于贤良的官员男女们的法律,给予开许和禁止的教诲:对于所有藏地的大官和官员们,要重视并守护好这部优良的法律!对于那些没有法律、丧失羞耻心的人们来说,不是成为大官和贤良之士的地方啊!如果懂得区分好坏,就是大官;善于出谋划策、政务优良、贤明的人就是大官。珍视情谊和大众利益,并且能够以武力征服敌人的,就是贤良之士。提携地位高的人,扶持地位低的人,心胸宽广,并且以方法来避免罪恶的人,就是大官。将自己和他人置于罪恶的行为之中,心怀恶意、愤怒、过错,将离间视为交易;对于贪恋和憎恨强烈,对佛法怀有敌意的人们,因为是卑劣、如旱灾般、如瘟疫般的人,即使父母善良、拥有食物和财富,也是破坏国家法律的恶人。如果不是这样,而是持有贤良之士品行的人们,请听取这能使今生快乐、来世安乐的建议:那些破坏国家政权、危害自己生命、摧毁道路桥梁的盗匪们,如果情况紧急,因为他们危害大众,所以要征服他们!如果不是这样,就不要做杀生的行为,不要参与杀害的阴谋和计划!如果杀害了,就要像之前一样进行惩处!要从事农业耕种、贸易等没有罪恶的行业,不要从事抢夺、破坏、偷盗、挪用公款的行为!如果做了,就要像之前一样进行处罚!除了自己有权支配的女性之外,任何时候都不要行邪淫!如果做了,就要像之前一样进行处罚!任何时候都不要说离间和谎言!如果说了,就要像之前一样进行处罚!所有做出贤良之士不应做的事情的人,如果国王能够很好地施加法律,那么烦恼就会自行泛滥,导致一切毁灭,因此,君王啊,请施加法律!如是宣说。在《教法之灯》中,对于违背贤良官员法律进行惩处的第十一章。此后,宣说了对于违背出家僧人法律的惩处:国王陛下,请重视优良的法律!首先,对于想要出家的人们,一定要观察他们是否真正以信心进入佛门!那些以卑劣之心追求高位的人进入佛门,是诅咒释迦牟尼佛的敌人!因此,一定要观察出家的原因!那些出家后安住于戒律的人们,是释迦

༔ The tenth chapter on punishing the methods that violate the protection of the laws of ordinary people. Then, the instructions on permissions and prohibitions regarding the laws for virtuous male and female ministers: To all the great Tibetan people and ministers: Cherish and protect this good law! For those who have no law and have lost shame, it is not a place to be a great person or a virtuous person! If you know how to distinguish between good and bad, you are a great person; a person who is good at planning, has good government, and is wise is a great person. A person who cherishes friendship and the interests of the public, and who can subdue enemies with force, is a virtuous person. A person who supports those in high positions, helps those in low positions, is broad-minded, and avoids evil deeds by means of methods is a great person. Those who put themselves and others in evil deeds, harbor malice, anger, faults, and take discord as a transaction; those who have strong attachment and hatred and are hostile to the Dharma, because they are base, like a drought, like a plague, even if their parents are good and have food and wealth, they are evil people who destroy the laws of the country. If it is not like this, but those who hold the conduct of virtuous people, please listen to this advice that can make this life happy and the next life peaceful: Those bandits who destroy the state power, harm their own lives, and destroy roads and bridges, if the situation is urgent, because they harm the public, they must be conquered! If it is not like this, do not commit the act of killing, do not participate in the conspiracy and plan to kill! If you kill, you must punish as before! Engage in agriculture, farming, trade, and other sinless industries, do not engage in robbery, destruction, theft, or embezzlement of public funds! If you do, you must be punished as before! Do not commit adultery with women at any time, except for women under your own control! If you do, you must be punished as before! Never speak of discord and lies! If you speak, you must be punished as before! All those who do things that virtuous people should not do, if the king can apply the law well, then afflictions will run rampant on their own, leading to the destruction of everything, therefore, O king, please apply the law! Then, the punishment for violating the laws of ordained monks was proclaimed: Your Majesty, please pay attention to the good laws!
