因此,建立这完善的佛法法律之基础。 秘密真言之行持,应细致观察,见地应广大。 若不了解其特征,则会喋喋不休。 会在无知民众中随波逐流。 应避免自他堕入金刚地狱。 对于密宗行者制定法律基础是: 密宗的定义,在于必须保密。 应禁止在市井随意讲授密法。 对于不取舍誓言物之 行持,应禁止贪恋欲乐、血肉、酒。 应禁止国王以妖媚之法冒充空行母誓言物供品。 所说的坦怛罗(藏文:ཏན་ག་ཎ,梵文天城体:तन्त्र,梵文罗马拟音:Tantra,汉语字面意思:密续)的誓言, 应禁止国王让所有人都知晓此等恶行。 总之,在市井、无知民众行恶之处, 应禁止公开秘密灌顶和誓言物。 应禁止对无誓言者讲授秘密之法。 对于不如法行持密法的一切散漫行为, 国王应彻底了解并加以制止! 国王应宣告让所有人知晓: 应禁止违背密宗誓言的散漫行持。 应以法律为凭证,惩罚违背者! 如此守护,则佛法兴盛。 国土将被空行母、护法神所守护。 国王的权威将从四面八方扩展。 如是说。在佛法法律教言之明灯中:大乘之允许与禁止的法律篇章,即第七品。 之后,护法国王亲自立誓的法律,名为《珍宝之光》,如是宣说: “国王啊,请好好听着! 国王若权力大而缺乏智慧, 犹如武器之轮坠入悬崖。 自毁且杀人,事后后悔也无用。 因此,作恶的国王,权力越大, 其眷属越容易堕入地狱。 国王自己也难逃脱,如同身陷牢狱。 因此,护法国王应守护四条法律。 具福报的护法国王啊! 对于寺庙、经书、僧众, 应持续不断地保持恭敬与信仰。 对于心胸宽广、意志坚定、精通政务的大臣, 应反复考察,委以治理国政的重任。 心胸宽广、公正平等,对民众心怀慈悲。 不听谗言,堵塞进谗之耳。 爱好和平,宽容忍让,像对待子女一样守护自己的部民。 以慈爱之心对待其他部族,避免战争。 在必须攻击或惩罚他人之时, 应先反省自身一半。”

Therefore, establish this foundation of perfect Dharma law. The conduct of secret mantras should be carefully observed, and the view should be vast. If one does not understand its characteristics, one will be garrulous. One will drift along with the ignorant masses. One should avoid oneself and others falling into the Vajra Hell. For secret mantra practitioners, establishing a legal basis is: The definition of secret mantra lies in the need for secrecy. One should prohibit teaching secret Dharma arbitrarily in the marketplace. Regarding the conduct of not accepting or rejecting samaya substances, one should prohibit craving for sensual pleasures, flesh, and alcohol. The king should be prohibited from pretending to be a Dakini samaya substance offering with seductive practices. The spoken Tantra (藏文:ཏན་ག་ཎ,梵文天城体:तन्त्र,梵文罗马拟音:Tantra,汉语字面意思:Continuum) vows, the king should prohibit everyone from knowing such evil deeds. In short, in the marketplace, where ignorant people commit evil deeds, one should prohibit publicly displaying secret empowerments and samaya substances. One should prohibit teaching secret Dharma to those without vows. For all the undisciplined behaviors that do not properly practice secret mantras, the king should thoroughly understand and stop them! The king should proclaim to everyone: One should prohibit undisciplined conduct that violates secret mantra vows. One should use the law as evidence and punish violators! By protecting in this way, the Dharma will flourish. The land will be protected by Dakinis and powerful Dharma protectors. The king's authority will expand from all directions. Thus it was said. In the Lamp of Dharma Law Teachings: The seventh chapter, the laws of allowance and prohibition of the Great Vehicle. Then, the Dharma-protecting king himself spoke this law of vows, called "The Blaze of Jewels": "O great king, listen well! If a king is powerful but lacks wisdom, it is like a wheel of weapons falling into a cliff. Self-destruction and killing others, regretting it later is useless. Therefore, the more powerful an evil-doing king is, the easier it is for his entourage to fall into hell. The king himself cannot escape, like being trapped in prison. Therefore, the Dharma-protecting king should protect four laws. O Dharma-protecting king with merit! Towards monasteries, scriptures, and the Sangha, you should continuously maintain respect and faith. For ministers who are broad-minded, steadfast, and skilled in general affairs, you should repeatedly examine them and entrust them with the important task of governing the country. Be broad-minded, fair, and compassionate to the people. Do not listen to slander, block the ears of those who slander. Love peace, be tolerant, and protect your own people like children. Treat other tribes with love and avoid war. When it is necessary to attack or punish others, you should first reflect on yourself by half."

Ma Yi: The strict Khampo Che should recruit people, think repeatedly, and prepare everything. By doing so, politics will prosper. Sinful actions will turn into good deeds. Establish the Dharma and arrange guards. If violators are not severely punished, exceeding the king's law will destroy the royal law. If the Dharma is destroyed, the king will weaken. Therefore, establish the Dharma and protect the territory. Thus it is said. In "The Lamp of Dharma," the chapter on laws for the king's consideration, the eighth. After that, this earnest testament was spoken: All subjects of Tibet, listen carefully. Miserable beings who are in the six realms of reincarnation, obtaining human and divine bodies, possessing happiness and joy, this is because of accumulating vast merits in the past. Do not cling to this, accumulate good deeds. Those without laws will fall like livestock. Shame and remorse, precepts and vows, these all converge on one root, protect the law. Body, speech, and mind, use them for good deeds. This is the root of the law. Do not kill, do not steal, do not commit adultery, do not lie, abandoning these is the foundation of the law. Protecting these four fundamental laws will bring happiness. The Buddha's teachings and the king's laws, do not violate even a single word. Listen well to the Buddha's teachings, and there will be no sins, it will bring auspiciousness and good fortune. All subjects, may all wishes be fulfilled. Thus it is said. The chapter on the earnest testament spoken by Guru Rinpoche, the ninth. Guru Rinpoche spoke these to the king regarding punishing those who violate the Dharma, and the distinctions between what is allowed and forbidden: Alas! O Dharma-protecting king who possesses freedom! The various teachings and oral instructions spoken by the Buddha for the benefit of beings are the antidotes to the five poisons of afflictions. If all are summarized, there are four roots. Therefore, your good intentions, O King, should be firmly shown to all subjects. First, convey them well like a messenger. In the middle, because you are a teacher, restrain vows. Because you are a king, punish violators. O Great King, this world, and the realms that are not pure lands, all realms of the ten directions, must protect the sacred Dharma.
