After doing so, the people of Tsawa Rong did not believe it. Upon seeing him, they recognized him and said, "A Tibetan deceiver has come!" and threw him into a louse pit. Then, they threw him into a frog pit, but he was unharmed. When they pulled him out and interrogated him, Vairochana said, "I was sent to India by the kings and ministers of Tibet to seek the Dharma. The Indians were jealous of the Dharma and said that I had cast evil spells, so the kings and ministers abandoned me. I was born here in my previous life. I was formerly the son of King Lek Sher and Palmo, named Bhikshu Purna." The people believed him and said, "It is amazing to remember past and future lives!" They prostrated and confessed, placed their heads on his feet, and served him with reverence. Then, Vairochana thought, "I must make the Great Perfection Dharma flourish in this Queen Tsawa Rong." So he went to many cowherds and taught the children to recite "Vajrasattva, Great Bodhisattva," but none of them knew how, only saying "Look, look." Then two children recited "Vajrasattva, Great Bodhisattva," Prince Yu and Prince Long, and they learned it. Then, the master Vairochana placed these two children under his left and right arms at night and taught them breathing exercises. During the day, he taught them scriptures, and they understood and comprehended all the teachings of the Great Perfection Dharma, making the sacred Dharma flourish and prosper in Queen Tsawa Rong like the rising sun. From the Immaculate Biography of Master Padmasambhava, the fourteenth chapter: Pagor Vairochana goes to India to seek the Dharma and is abandoned in Tsawa Rong. Then, the king thought, "I want to establish this kingdom of Tibet in the Dharma. Although I sent Tibetan wise men to India and they obtained extraordinary Dharma, the ministers were malicious towards the Dharma and were jealous, so they could not practice the Dharma. Those who were sent to seek the Dharma were also abandoned by the ministers under the pretext of the law of the land. Now, I should invite an Indian Pandit who is skilled in both internal and external Dharma, and then have all the wise men of Tibet, some learn to become translators, some ordain, and some practice the Dharma." So he brought all four regions of Ü-Tsang under his control and commanded, "I am a king who protects the Dharma."

Therefore, from this day forward, laws are established: who can become a monk? Who can study translation? Who can practice? If someone can do it, they shall take a stone from under their feet and place it on their head as an offering. Thus, the laws were established. Then, the one known as the master Padmasambhava, who knows the three times of past, present, and future, spoke his thoughts by issuing commands from the court to the king and ministers: 'O noble Dharma-protecting king, it is excellent to establish laws. One like me, Padmasambhava, knows the three poisons as body, speech, and mind, understands conceptual thoughts as the essence of Dharma, the stream of afflictions naturally subsides, is liberated from the iron shackles of attachment, and wisdom naturally and constantly arises. With these signs, qualities, and supernormal knowledge, I can now know what will happen in the future, and I can also know what happened in the past like this. One like me, Padmasambhava, and the abbot Bodhisattva, and the mighty Trisong Detsen, these three, in the previous life of this birth, in the land of Magadha, were born as three brothers of the Mon tribe. The mother was a poor shepherdess, and the mother built a stupa for the sake of virtue, and in front of the stupa Jarung Khashor (བྱ་རུང་ཁ་ཤོར།), offered offerings and prayed: May the Dharma be established in the cold borderland! After making such a wish, in the next rebirth, they were born as the son of a Rakshasa, the son of a sage, and the son of a Brahmin. They offered great offerings to that previous stupa, and each made wishes as follows: The wish of the sage's son was: May I be born as a Dharma-protecting king in the cold land of Tibet, and establish Buddhism! After making such a wish, I am now born as a king, and I should become a Dharma-protecting king. The wish of the Brahmin's son was: When you become the Dharma-protecting king, may I become a learned Pandit and uphold Buddhism! By the power of making such a wish, even though born in Zahor, I have gathered here, and I should become an abbot. Like me, the Rakshasa's son Padmasambhava, when you are born as the Dharma-protecting king, may I become someone with the ability and power of a Siddha, protecting Buddhism!'
