Moreover, this is speaking about how the nature (of phenomena) exists. The Tathagata did not create good and non-good. The reason why all the Buddhas initially proclaimed the Vinaya Pitaka of taming is also this. To the Sangha of the four kinds of retinue, it is said: Because of practicing good deeds in the past, so initially, in the middle, and finally, so much happiness was obtained. Therefore, you should also study in this way. Because of practicing non-good deeds in the past, so initially, in the middle, and finally, so much non-good suffering was experienced. Therefore, those (non-good deeds) should be abandoned, etc., and five hundred Jataka tales were proclaimed. Although countless non-good deeds were proclaimed, they are summarized as the ten non-good deeds of body, speech, and mind. Further summarizing, they are the mind of the three poisons, as well as karma and the three kinds of Vipaka (fruition). Although countless good deeds were proclaimed, they are summarized as the ten good deeds. If one does not understand the tenets, then the others are like the consciousness of the Bardo, without a body, one cannot function. If one does not understand and grasp the tenets, but just piles them up on top, they will disappear. If they disappear, then the appearance of the Dharma Lord will be meaningless, so everyone should strive hard. After understanding the tenets that are like a body, one can then understand cause and effect like the sense of sight, and cause and effect are divided into gross and subtle. One can understand the scriptures of the Buddhas of the three times, past, present, and future, like the sense of hearing. The other senses are also inferred in this way. Not understanding the Dharma is not necessary for many people. If one understands, even if there is only one person, it is enough, because this is the way it is, so one must strive. I do not manage the Sangha. If one thinks that one does not need (the Sangha) for one's own practice, that is not good, because the tenet

如果不能理解这些边际,现在死去,想要获得种姓和受用圆满的转生,以及理解和通达所有宗义,都非常困难。因此,善与非善的本性,连同所立誓言和自性,二者是一体的。善,连同誓言,其本性即是成办善。非善,连同誓言,其本性即是遮止非善。对此,持律者们认为誓言各不相同,遮止誓言、开许誓言、成办誓言和誓言是三兄弟。对于遮止誓言,他们认为可以观察某些因缘而寻找开许的机会,这怎么可能呢?如果誓言的自性不同,那么就会有这样的过失:立誓遮止善,立誓成办非善。如果对遮止也开许,那么世尊也有干涉佛法的过失。持律者们也说,如来涅槃时,阿难没有请问关于细微的学处,优波离因此呵斥阿难,以及涅槃时,世尊对阿难说,与开许相符的就说是开许,与遮止相符的就说是遮止,这是错误的。阿难没有请问,世尊没有说,这怎么可能呢?涅槃时的教言已经决断了一切律藏,与开许相符的善法就说是开许,与遮止相符的非善法就说是遮止,这是法王的观点。此外,罪恶和堕罪二者也被认为是相同的。其他人则认为不同,因为没有用戒律来区分,杀人是罪恶,用七种类别来区分,杀人是堕罪,所以认为不同。而法王的观点是相同的,因为原因相同,都是断命;结果相同,在经部中说,罪恶也会堕入三恶道,在律藏中说,堕罪被称为堕罪,意思是会堕入三恶道,所以认为相同。理解了这些,以及善与非善的本性,以及设立遮止和成办二者的原因之后,就会明白。如果想知道原因是什么,那就是轮回和涅槃所涵盖的一切法。

If one does not understand these boundaries, it is very difficult to be reborn with perfect lineage and resources if one dies now, and to understand and comprehend all tenets. Therefore, the nature of virtue and non-virtue, together with vows and self-nature, are one and the same. Virtue, together with vows, its nature is to accomplish virtue. Non-virtue, together with vows, its nature is to prevent non-virtue. To this, the Vinaya holders think that vows are not the same, and that prohibitive vows, permissive vows, accomplishing vows, and vows are three brothers. For prohibitive vows, they think that there are opportunities to seek permission by looking at some conditions, how is that possible? If the nature of vows is not the same, then there will be the fault of vowing to prohibit virtue and vowing to accomplish non-virtue. If permission is also given to prohibition, then the Teacher also has the fault of interfering with the Dharma. The Vinaya holders also say that when the Tathagata passed away, Ananda did not ask about the minor precepts, and Upali rebuked Ananda for this, and at the time of Nirvana, the Buddha said to Ananda that those that are in accordance with permission should be said to be permitted, and those that are in accordance with prohibition should be said to be prohibited, this is a mistake. How is it possible that Ananda did not ask and the Buddha did not say? The words at Nirvana have decided all the Vinaya, those virtuous things that are in accordance with permission should be said to be permitted, and those non-virtuous things that are in accordance with prohibition should be said to be prohibited, this is the view of the Lord of Dharma. Furthermore, sin and downfall are also considered to be the same. Others think that they are not the same, because killing a person without distinguishing by vows is a sin, and killing a person by distinguishing by the seven categories is a downfall, so they think that they are not the same. But the view of the Lord of Dharma is the same, because the cause is the same, which is taking life; the result is the same, in the Sutras it is said that sin also leads to the three lower realms, and in the Vinaya it is said that downfall is called downfall, meaning that it leads to the three lower realms, so they are considered the same. After understanding these, and the nature of virtue and non-virtue, and the reason for establishing the two, prohibition and accomplishment, then one will understand. If one wonders what the reason is, it is all the phenomena encompassed by Samsara and Nirvana.
