And in the state of mindlessness, there would be the fault of not holding vows, but this is not the case. Because, in the state of mindlessness, although the basis for the vow of improper conduct exists, it is impossible to practice the vow of improper conduct on that basis. Therefore, in that state, it is not necessary to acknowledge the existence of a non-revealing form that prevents the vow of improper conduct, or any mind of abandonment. In the state of intoxication and other states of mental distraction, because mindfulness is not present, there is no opportunity for the mind of abandonment to arise. Even if a non-revealing form is assumed to exist, it cannot prevent the engagement in physical and verbal expressions that are inconsistent with the way of proper acceptance. Therefore, in that case, it is meaningless to assume that there is a vow that prevents improper conduct. However, even if one engages in actions such as killing, which are contrary to what was properly taken, the vows will not be broken. Because at that time, since mindfulness is not present, there is no strong force of afflictions that provoke those actions. Because the power is weak, it cannot weaken the power of the seeds of the mind of abandonment. If, at the time of previously receiving the vows, one had vowed, "As long as I live, I will refrain from killing," how could the vows not be broken when a revealing form contrary to that vow arises? Because even then, it is not vowed, "As long as I live, in all states of mental distraction and non-distraction, I will refrain from all actions that are inconsistent with the conduct of a renunciate, such as killing." Because it is not possible to do so, and the Tathagata does not impose precepts on those to be tamed that cannot be done. Therefore, it is vowed, "In all states where mindfulness is present, I will refrain from all actions that are inconsistent with the conduct of a renunciate." Thus, there is no fault. Therefore, in states of mental distraction and mindlessness, it is not possible to explicitly promise the mind of abandonment, and it is not reasonable because it is not necessary. Even so, it is not the case that one does not possess vows in those states, because the mind of abandonment
