Among them, decline of intention means not wanting to take vows from the bottom of one's heart, but taking vows only to deal with others for the purpose of fear and protection. Decline of body means having all the diseases mentioned in the sutras as obstacles, such as smallpox and eye diseases. Decline of gender means hermaphrodites and the like. Decline of virtuous dharma means committing the five heinous crimes, becoming a heretic, being in a state of theft, being in a different place, and being in a place where one should not be. Being controlled by others means not being allowed by parents, etc. Following others means being an emanation. Among them, the second and fifth reasons cut off the connection between beauty and abiding, but do not cut off the connection of the arising of precepts. The other reasons cut off the connection of arising. If one does not take the lay vows because of these reasons, in short, there are two reasons: decline of intention and decline of gender. The precepts of Upavāsa should be understood as being abandoned due to the arising of an unpleasant mind, the passing of the night, and the abandonment of similar things in advance. Secondly, examining the individual who is the basis of the precepts, as it is said: 'The Pravrajya precepts are established based on what kind of individual?' etc. The meaning of this is as follows: Why are the three precepts of the Bhagavan, namely the Bhikṣu precepts, the Upāsaka precepts, and the Upavāsa precepts, established? There are three reasons: Thus, the objects to be tamed are: some are those who abstain from misconduct and also abstain from desire; some do not abstain from desire but abstain from misconduct; and some do not abstain from misconduct nor do they abstain from desire. Among them, for the first type of object to be tamed, the Bhikṣu precepts are established, because they not only abstain from misconduct such as killing, but also abstain from the desire for unchaste conduct, so they are completely distinguished. For the second type of object to be tamed, the Upāsaka precepts are established, because living in a household, which is a place of harm and affliction, they are unable to fully protect the interconnected precepts like a string of beads. For the third type of object to be tamed, the Upavāsa precepts are established, because they do not abstain from both, but merely take up the cause of abandoning the two, and think that they are oppressed by a very heavy burden. Its branches are three: the first three are distinguished by abstaining from misconduct; the last four are distinguished by abstaining from desire; one is distinguished by both, namely abandoning unchaste conduct.
