Whatever is associated with non-(virtuous) actions, the virtuous actions that ripen into the experience of happiness, their ripening will grant the experience of happiness. When actions are performed, whatever of the three feelings is experienced, the non-virtuous actions that ripen into the experience of suffering, their ripening will grant the experience of suffering. When actions are performed, whatever of the three feelings is experienced, the actions that ripen into the experience of neither suffering nor happiness, such as the virtuous actions of the fourth dhyana and above, their ripening appears as the experience of neither happiness nor suffering. This is the intention of this sutra. The third part includes two sections: classification and individual explanation. The first part is "the action of vows," which means that completely abstaining from all actions based on harming others is a vow, completely engaging in harming others is non-vow, and partially engaging in benefiting or harming is neither vow nor non-vow. The second part is individual explanation, which is divided into three parts. The first part is a general presentation of the classification of vows: abandoning non-virtuous actions through the three doors of body, speech, and mind, properly taking vows, which arise from signs, is the Pratimoksha vow. Relying on the properly taken and faultless vow, with non-regret as the cause, abiding in any of the six dhyanas, the abandonment that weakens the seeds of immoral conduct through quiescence is called the dhyana vow. Relying on the faultless moral vow and the dhyana vow, realizing the truth, when attaining the fruit of non-returner, the abandonment that completely destroys the seeds of immoral conduct is called the non-outflow vow. That is to say, when one attains the first fruit by relying on the invincible, it is the complete destruction of the seeds of immoral conduct that cause one to fall into the lower realms; when one attains the fruit of non-returner, it is the complete destruction of the seeds of all immoral conduct; when one attains the Arhat fruit, it is the difference of antidote and complete purification.

It is only that the ground is different. It is not different because of the difference of abandoning the opposing categories, but when one is separated from desire from desire, it is because all the afflictions caused by the immoral precepts have been abandoned. This uncontaminated discipline is also called the discipline that the noble ones rejoice in. What is the nature of this term "discipline"? The discipline is that which possesses the five powers that control the hero who abandons immoral precepts. Among them, believing and desiring that the fruits of virtuous actions will arise in the future is the power of faith of this. Among them, being delighted and rejoicing in subduing the opposing categories is the power of diligence of this. Repeatedly remembering in the mind the precepts that have been properly taken is the power of mindfulness of this. The mind stream is not disturbed by the afflictions caused by immoral behavior, and remaining in a cool state is the power of samadhi of this. To see virtues as virtues is the power of wisdom of this. In this way, it possesses five powers. Don't the mind and other mental factors also do the work of abandoning immoral precepts? Why is only the hero established as discipline? Because the hero is the most important when the mind arises in all objects of good and non-good. As mentioned earlier, therefore, when the mind arises in abandoning immoral precepts, the hero is also the most important, and the discipline is also distinguished by abandoning immoral precepts. Others say that discipline is the nature that prevents the continuation of immoral precepts, like a dam. But the hero of abandonment does not arise in the state of mental distraction and unconsciousness, so it is different from the dharma of the dam, so it is not suitable as a discipline. The actions of body and speech are not the nature that can be clearly identified, until there is no cause to abandon, whether there is mind or no mind, distracted or not distracted, it continues to exist, this is the dam.
