Non-vigilance refers to not cultivating the antidotes of contaminated and uncontaminated virtuous Dharmas, and not guarding one's mind against contaminated Dharmas that are conducive to the arising of afflictions and near afflictions, but rather letting the mind run wild. This is also the part where the three poisons, which are the root of non-virtue such as desire, combine with laziness, causing non-virtue to increase and virtue to decrease. It causes unarisen non-virtuous Dharmas to arise, arisen non-virtuous Dharmas to increase, unarisen virtuous Dharmas not to arise, and arisen virtuous Dharmas to decline.
