The Vaibhashika's pledge that a whole exists apart from its parts, you have pledged that the substance with the characteristic of possessing three qualities such as weight, etc., which is produced by the mutual combination, i.e., contact, of the part-atoms, is dependent on what is manifestly seen, i.e., visible, and exists as a substance apart from the parts. Either you pledge in this way, or you pledge that what exists apart from the parts is something that is not manifestly seen, but has the characteristic of possessing three qualities such as weight, etc., because if you pledge according to the latter, there is no need.
