Clinging to the (existence of) the agent, actions will come to exist. If there is no agent, then ultimately, actions will not be observed either, I think. He thinks like this: Just like these three realms are only mind. Because (the sutra) extensively proclaims this. If asked, how do you know that the meaning of the sutra is like that? Secondly, in order to explain that intention with other sutras, quoting the sutra: Therefore, in order for the wise to increase wisdom, from the Lankavatara Sutra, the all-knowing one uses words that can destroy the peaks of the mountains of non-Buddhists. This vajra is spoken to cut off (this) intention. Because mind is merely the agent, therefore, in order for the wise Bodhisattvas to increase the wisdom of realizing selflessness, from the Holy Lankavatara, the all-knowing one uses words like vajra fire to destroy the mountains of wrong views of the non-Buddhists regarding the agent, such as self and chief, that peak is extremely high and dense, (the sutra says:) "Sentient beings, aggregates, and, likewise, conditions and atoms, lords, sovereigns, agents, I have said are only mind." Thus it is proclaimed. Question: What is the necessity of proclaiming this? Answer: In order to completely cut off and clarify the intention of proclaiming only mind. Secondly, explaining the meaning of the sutra: Just as from his own treatises, those sentient beings etc. spoken of by the non-Buddhists, not regarding them as agents, the Victorious One proclaimed only mind as the agent of the world. The internal and external non-Buddhists, from their respective treatises, speak of sentient beings and lords etc. as the agents of phenomena, but the Victorious One did not regard those as the agents of phenomena even in name, but proclaimed that only mind itself is the agent of the world in name. This is the meaning of the Lankavatara Sutra. In this way, the word "only" in the sutra, because it has already made the meaning of negating other agents, it is not the meaning of negating the knowable. Secondly, explaining that (only mind) has a more important meaning than form: Just as establishing Buddha for realizing Suchness, similarly, for the world with mind as the main thing, the sutra says "only mind", here form, like this negating, is not the meaning of the sutra. Just like realizing that

Just as when saying "Buddha" for a vast and complete thing, the preceding words are hidden, so too, for things that are primarily mind, it is to prevent other things like form from being primary, so that worldly people know that these three realms are only mind. Therefore, in this sutra, it is to eliminate that form and so on are primary, but it is not to say that there is only mind and no form, thereby negating form, which is not the meaning of the sutra. The meaning of the sutra should be understood as we have said. If it is not so, if knowing that these are only mind, one wants to negate form from it, then why does the Great Lord say that mind arises from ignorance and karma? If knowing that these three realms are established as only mind, and negating form from the Tenth Bhumi Sutra, thereby showing mind as true, then why does the sutra itself say: Thus, Bodhisattvas understand dependent origination in a proper manner. They think: Not knowing the truths is ultimate ignorance. Actions done by ignorance maturing are formations. The first mind relying on formations is consciousness. Why does the Great Lord, the Bhagavan, say that mind arises from the cause of ignorance and karma? If mind were truly established by its own nature, then it should not depend on causes and conditions. Why is mind itself primary? Therefore it is said: Only mind can arrange the sentient world and the container world, which are extremely diverse. All beings are said to arise from karma. Without mind, there is no karma. Only mind can arrange the sentient world from hell to the peak of existence, each arising from their own unique karma; and the container world from the wind mandala to Akanistha, in various forms, arising from the common karma of sentient beings. As it is said: Sentient beings are controlled by the power of karma, born in dark times, for example, the mind in hell, heaven, and the world, transforms into swords and jeweled trees.
