Ma! Descend and become the enjoyment of the landowners! Therefore, son of Kunti! Determine the division and enjoy! Thus it is said. Therefore, should the king be particularly fond of war? Just as drinking, gambling, and women exhaust all possessions, that is not merit, because that exhaustion is related to attachment and clinging. Similarly, exhausting oneself in the battlefield with anger and ferocity, do you think that is an offering pleasing to the holy ones and merit? By what means will one ascend to the heavens because of that? If the king is the protector of all realms of the world, therefore it is reasonable to be happy, then, the king is the protector of the world, because he follows the teachings, and in order to protect his wealth and life, he abandons unreasonable actions and engages in reasonable actions. King, you have no other protector, and being without a protector is also the root of decline, because there is no one to indicate benefit and non-benefit, and one becomes free and undisciplined. Therefore, precisely because that protector has not completely liberated you, the king, from the suffering of the lower realms, but has seized you, which wise person would be happy because of that? If a king who inflicts severe punishment on those who do what should not be done, even after death, fame will follow, therefore should the king inflict severe punishment? If fame after death brings some benefit, therefore it is reasonable to inflict severe punishment, but after the king dies, fame does not bring any benefit such as eliminating sins. If my good fame remains in the world for as long as it lasts, I will not fall into the lower realms, therefore will fame become a merit? King, just as you have good fame of merit, how could you not also have great infamy of being merciless and plundering the wealth of others, which is without merit? Because it exists, falling into the lower realms through accumulating sins is unavoidable. Furthermore, if mere fame could eliminate sins and become a cause of happiness, then, dog breeders, because their dogs are majestic and have great fame, would also become a cause of eliminating sins.

Now, even if it were not so, the king who wishes me well would not inflict a severe punishment. Second, refuting the arrogance arising from caste: Only a prince with the royal caste is fit to rule the country, not others. If someone says, "Therefore, this arrogance is justified," then, if only one being could rule the country, then arrogance would be justified, but that is not the case. For, when all beings enjoy the power of ruling the country, it is generated by their merit. And since this is not limited to one person, it is not justifiable to say, "This being is not the basis for enjoying the power of ruling the country." Therefore, this arrogance is not justified, because it is common to all who have merit. If someone says that the methods of governing the country, such as managing the people, judging punishments, giving rewards, etc., are taught only to the royal caste and not to the other three castes. Therefore, only the royal caste should govern the country, so arrogance is justified. Then, it is not so. Because the term "caste" is merely a worldly designation, and in essence, there is no distinction between good and bad castes. For example, the people of the first kalpa were born spontaneously without relying on external seeds, born from thought, walking in the sky, possessing magical powers, eating joy, and without male or female organs. Therefore, there were no different castes among them. Later, greedy people gradually tasted the yellow oil of the earth, the thick oil of the trees, and the rice without husks, which led to coarser food, and due to similar causes, male and female organs arose. When the resulting forms became different, due to past habits, a craving for desire arose, and they engaged in mutual misconduct, thus giving rise to birth from the womb. After that, due to the fault of hoarding, the act of taking what was not given arose, and in order to prevent this, a person trusted by the people was appointed, and he undertook this work, hence he was called a king. Those who wished to subdue their senses and who saw attachment as a fault and turned their minds away from the city
