ལའང་འཇིག་པ་ཡོད་པ་མ་ཡིན་ནོ། །དེ་བས་ན་ལུང་དེ་ལྟ་བུས་ནི་མཁས་པ་རྣམས་དབུགས་ཕྱུང་བར་མི་འགྱུར་རོ། ། གལ་ཏེ་འཇིག་རྟེན་ཡང་དག་པར་སྐྱོང་བ་ཉིད་ས་བདག་རྣམས་ཀྱི་ཆོས་ཡིན་པས་ཆོས་གཞན་གྱིས་དགོས་པ་མེད་དོ་ཞེ་ན། གལ་ཏེ་དྲུག་ཆའི་གླའི་དོན་དུ་འཇིག་རྟེན་ཡང་དག་པར་སྲུང་ཞིང་སྐྱོང་བར་བྱེད་པ་ས་བདག་རྣམས་ཀྱི་ཆོས་ཡིན་ན། ཤིང་མཁན་དང་ལྕགས་མགར་ལ་སོགས་པ་ཉོན་མོངས་བཟོ་མཁན་རྣམས་ཀྱིས་གླའི་དོན་དུ་བཟོ་དེ་དང་དེ་བྱེད་པ་ན་གཞན་ལའང་ཕན་འདོགས་པའི་ཕྱིར་ཅི་སྟེ་ཆོས་སུ་འགྱུར་བ་མ་ཡིན། དེ་བས་ན་གོ་མཚོན་བརྡུང་བ་སོགས་ཀྱིས་གཞན་བསྲུངས་ཀྱང་བསོད་ནམས་མི་འགྱུར་བ་ལྟར་རྒྱལ་པོ་རྣམས་ལའང་འཇིག་རྟེན་བསྐྱངས་པས་བསོད་ནམས་སུ་མི་འགྱུར་ཏེ། གླའི་དོན་དུ་དཔྱ་སྡུད་པའི་ཕྱིར་རོ། །གལ་ཏེ་འཇིག་རྟེན་ཐམས་ཅད་རྒྱལ་པོ་ལ་རག་ལས་པའི་ཕྱིར་ཐམས་ཅད་ཀྱིས་རྒྱལ་པོ་སྨད་བྱ་མ་ཡིན་ནོ་ཞེ་ན། རབ་བྱུང་དང་ཁྱིམ་པའི་ཕྱོགས་ཀྱི་འཇིག་རྟེན་ཐམས་ཅད་ཀྱི་བྱའོ་ཅོག་ས་བདག་ལ་རག་ལས་པས་ཐམས་ཅད་ཀྱི་ཕ་ལྟ་བུ་ཡིན་མོད་ཀྱི་དེ་ལྟ་ན་ཡང་ས་བདག་དེ་ནི་སྨད་དེ། ངན་འགྲོའི་འབྲས་བུ་ཅན་གྱི་ལས་དྲག་པོ་མང་པོ་ལ་སྦྱོར་བས་སོ། །དཔེར་ན་འཇིག་རྟེན་སྐྱེད་པར་བྱེད་པའི་མ་སྲིད་པའི་སྲེད་པ་ཡིན་ཡང་འཁོར་བའི་བཙོན་རར་སྡོམ་བྱེད་ཡིན་པས། དམ་པ་གཟིགས་པ་ཕྱིན་ཅི་མ་ལོག་པ་རྣམས་ཀྱིས་སྨད་པ་བཞིན་ནོ། །གལ་ཏེ་བློ་དང་བརྩེ་བ་ཕུན་སུམ་ཚོགས་པ་དང་ལྡན་པ་ནི་འཇིག་རྟེན་ཡང་དག་པར་སྐྱོང་བར་བྱེད་པས་ཆོས་སུ་འགྱུར་རོ་ཞེ་ན། རྒྱལ་སྲིད་ནི་རྒྱགས་པ་དང་བག་མེད་པའི་གཞིར་གྱུར་པས་ཚུལ་ཁྲིམས་དང་ཏིང་ངེ་འཛིན་ལ་སོགས་པའི་ལམ་བོར་ནས་དབང་ཕྱུག་ཙམ་ལ་ཆགས་པས་དེ་དོན་དུ་གཉེར་བ་ནི་བླུན་པོ་ཁོ་ན་ཡིན་ཏེ། དེའི་ཕྱིར་བླུན་པོ་མིན་པ་རྒྱལ་སྲིད་མི་འཐོབ་ཅིང་དོན་དུ་མི་གཉེར་ལ། བླུན་པོར་གྱུར་པའི་རྒྱལ་པོ་ལ་ནི་བརྩེ་བ་ཡོད་པ་མ་ཡིན་ཏེ། ང་རྒྱལ་ལྷག་པའི་ཕྱིར་རོ། །དེས་ན་མིའི་བདག་པོ་བརྩེ་བ་མེད་པ་ནི་འཇིག་རྟེན་སྲུང་བ་པོ་ཡིན་ཡང་ཆོས་ལ་མི་གནས་ཏེ། འཚེ་བ་ཕལ་ཆེ་བའི་ཕྱིར་རོ། །དེའི་ཕྱིར་རྒྱལ་པོ་བློ་དང་བརྩེ་བ་དང་མི་ལྡན་པ་ལ་ཆོས་ཡོད་དོ་ཞེས་བྱ་བ་མི་རིགས་སོ། །གལ་ཏེ་དྲང་སྲོང་གི་བསྟན་བཅོས་ལས། རྒྱལ་རིགས་ཀྱི་ཆོས་ཀྱིས་འཚེ་བ་བྱས་ཀྱང་ཆོས་མ་ཡིན་པ་མེད་དོ་ཞེས་བཤད་པས་སོ་ཞེ་ན། དྲང་སྲོང་རྣམས་ཀྱི་བསྟན་བཅོས་ལས་བཤད་པའི་སྤྱོད་པ་ཀུན་ལ་མཁས་པས་བྱེད་པ་མ

也没有坏灭。因此,这样的理由不能使智者灰心。如果说,如理如实地治理世间是地主的职责,所以不需要其他的法,如果为了六分之一的报酬而如理如实地守护和治理世间是地主的职责,那么木匠和铁匠等制造烦恼的人为了报酬而做这个那个,为什么对他人也有利益却不能成为法呢?因此,就像打造武器等守护他人也不能成为福德一样,国王们守护世间也不能成为福德,因为是为了报酬而征收赋税。如果说,一切世间都依赖于国王,所以一切都不应该诽谤国王,那么出家和在家方面的所有世间的一切行为都依赖于地主,虽然像是所有人的父亲一样,即使那样,那个地主也是应该被诽谤的,因为他从事许多具有恶趣果报的残酷行为。例如,虽然世间产生的原因是无始以来的贪欲,但它是束缚轮回监狱的,就像圣者们以不颠倒的见解诽谤它一样。如果说,具备圆满的智慧和慈悲是如理如实地治理世间,所以会成为法,那么王位是骄慢和放逸的基础,因为舍弃了戒律和禅定等道路,只执着于权力,所以追求它是愚蠢的人,因此,不愚蠢的人不会获得王位,也不会追求它,而成为愚蠢的国王是没有慈悲的,因为傲慢过盛。因此,没有慈悲的人主,即使是世间的守护者,也不安住于法,因为大多数是损害。因此,说国王不具备智慧和慈悲也有法是不合理的。如果说,因为仙人的论典中说:国王的种姓的法即使做了损害也不是非法,所以是这样,那么仙人们的论典中所说的所有行为,智者都会去做吗?

nor is there destruction. Therefore, such reasoning will not discourage the wise. If it is said that governing the world correctly is the duty of landowners, so there is no need for other dharmas, if protecting and governing the world correctly for the sake of one-sixth of the reward is the duty of landowners, then why is it not dharma when carpenters and blacksmiths and other makers of afflictions do this and that for the sake of reward, and it also benefits others? Therefore, just as protecting others by forging weapons and the like does not become merit, so also the kings' protecting the world does not become merit, because it is for the sake of collecting taxes for reward. If it is said that all the world depends on the king, so all should not slander the king, then all the actions of all the world in terms of renunciates and householders depend on the landowner, and although he is like a father to all, even so, that landowner should be slandered, because he engages in many cruel actions that have the result of bad destinies. For example, although the cause of the world's arising is the desire for existence from beginningless time, it is what binds the prison of samsara, just as the holy ones slander it with non-inverted views. If it is said that being endowed with perfect intelligence and compassion is what governs the world correctly, so it will become dharma, then kingship is the basis of pride and carelessness, because having abandoned the path of morality and samadhi and so forth, one is attached only to power, so pursuing it is only for fools, therefore, those who are not fools do not obtain kingship and do not pursue it, and a king who has become a fool has no compassion, because of excessive arrogance. Therefore, a lord of men who has no compassion, even if he is the protector of the world, does not abide in dharma, because most of it is harm. Therefore, it is unreasonable to say that a king who does not possess intelligence and compassion also has dharma. If it is said that because it is said in the treatises of the sages that even if the dharma of the royal lineage does harm, it is not non-dharma, so it is so, then will the wise do all the actions that are spoken of in the treatises of the sages?

是这样的,因为那些仙人也有下等、中等和特别殊胜的差别。比如,哪些论典中说杀戮是正法的,那些是下等的;哪些认为杀戮是否是正法还不确定的,那是中等的;哪些认为杀戮不是正法的,那是特别殊胜的。因此,认为仙人们的论典是可靠的,那是不对的。如果说,古代的国王们以论典为准绳,从而很好地治理了国家,所以论典是可靠的。那么,在时代更早出现的统治者,比如转轮王等,他们精通辨别好坏,安住于十善道,他们以符合正法的论典为准绳,抛弃不符合正法的论典,像对待孩子一样完全地守护着世界。而现在争斗时代的依靠正法的国王们,自身本性恶劣,只追求财富,没有慈悲心。他们抛弃符合正法的论典,以不符合正法的论典为准绳,现在像野兽的住所一样使世界空虚。因此,不符合正法的论典也是不可靠的。如果说,国王抓住机会,对敌人和犯罪者进行打击和伤害,也没有什么不正当的,因为论典中是这样说的。那么,如果敌人或其他人在有机会时,国王进行打击和伤害,国王就没有罪过吗?如果这样,那么国王以外的盗贼们,只要稍微找到机会,抢夺财物所有者的财物,一开始也不会有罪过,因为这是一开始就抓住机会的。国王抓住机会是在之后,因为盗贼抓住财物所有者的机会,所以要用刑罚来惩罚他。因此,盗贼自己是抓住机会的最初的人,所以不会变成有罪。这里说到:在战场上战胜敌人,以自己的勇敢压制敌人而获得的财富会感到高兴。如果死在战场上,因为他自己把身体抛弃在战场上,所以不会被鬼怪吞噬而升入天界,如果积攒了功德就能获得天界。

It is so, because those sages also have inferior, intermediate, and especially superior distinctions. For example, those treatises that say killing is dharma are inferior; those who think that killing may or may not be dharma are intermediate; those who think that killing is not dharma are especially superior. Therefore, it is not right to think that the treatises of the sages are reliable. If it is said that the ancient kings took the treatises as a standard and thus governed the country well, so the treatises are reliable. Then, the rulers who appeared earlier in time, such as the Wheel-Turning Kings, were skilled in judging good and bad, and abiding in the path of the ten virtues, they took the treatises that conformed to the Dharma as a standard, and abandoned those that did not conform to the Dharma, and completely protected the world as if it were their child. But now, the kings of the age of strife who rely on the Dharma are evil in their own nature, only pursue wealth, and have no compassion. They abandon the treatises that conform to the Dharma, and take the treatises that do not conform to the Dharma as a standard, and now make the world empty like a den of wild animals. Therefore, the treatises that do not conform to the Dharma are also unreliable. If it is said that when the king seizes an opportunity, it is not unjust to strike and harm enemies and wrongdoers, because it is said in the treatises. Then, if the king strikes and harms an enemy or anyone else when he has an opportunity, does the king have no sin? If so, then thieves other than the king, as long as they find a slight opportunity to rob the property of the owner, will not have sin from the beginning, because it is the first time to seize the opportunity. The king seizes the opportunity later, because the thief seizes the opportunity of the property owner, so he is punished with punishment. Therefore, the thief himself is the first to seize the opportunity, so he will not become sinful. Here it is said: One will be happy to gain wealth accumulated by defeating the enemy on the battlefield and suppressing them with one's own bravery. If one dies on the battlefield, because he himself has abandoned his body on the battlefield, he will not be devoured by demons but will ascend to heaven, and if he accumulates merit, he will attain heaven.
