正如内心没有满足一样。君主给予需要救济的群体无害的布施时,自认为我是施主而骄傲自满。然而,如同百姓获得自己无害的所得时不应傲慢一样,国王给予无害的布施之财物也不应骄傲。如果说国王们因为所欲之境随心所欲地存在而应该骄傲,那么就像贪恋妇女和酒等一样,过度贪恋国土,其他调伏感官者则说那是痛苦之源,因为没有调伏感官的缘故。这样说来,国王是众多衰败之因,明明是痛苦之源,但在你看来却颠倒地认为是显赫高贵的地位。此外,如果贪恋国土的人们为了快乐而依赖国土,那么承受守护众多普通百姓之业所带来的无间断痛苦,并依靠该业之果实为生的国王你,又将产生什么快乐呢?不会产生快乐的。如果说国王是世间的守护者,没有国王,人们就不会遵循法度,众生将会毁灭。因此,这应该骄傲,是这样说的吗?仅仅因为这样不应该骄傲。如果像这样,我就是世间的守护者而骄傲,那么地主本身也会显现为世间的被守护者,因为没有被世间守护的国王无法统治世间。因此,为什么一方因为是守护者而骄傲,而另一方却因为是被守护者而不骄傲呢?如果说国王分别守护着众生,并且夺取属于自己统治下有福德之人的福德的六分之一,因此应该骄傲,是这样说的吗?现在由于五浊恶世的影响很大,婆罗门等所有种姓之中,都难以找到喜欢自己的职业而毫不费力地获得生活来源的人,因此,大多数人似乎都在从事不善之事。如果你成了夺取他们福德六分之一的人,那么不善

Just as the mind is not content, when a lord gives harmless charity as wages to a group in need of care, he may boast, "I am the giver of wealth." However, just as subjects should not be arrogant when they receive what they deserve without harm, a king should not be arrogant for giving wealth that is harmless charity. If it is said that kings are justified in being arrogant because desirable realms are readily available to them, then just as attachment to women and alcohol is considered, excessive attachment to a realm is said by others who have subdued their senses to be a source of suffering, because the senses have not been subdued. In that case, the king, being the cause of many downfalls and a source of suffering, is mistakenly thought by you to be a position of manifest eminence. Furthermore, if those attached to a realm rely on it for happiness, then what happiness will you, the king, who endures uninterrupted suffering from the labor of protecting many ordinary people and who lives off the fruits of that labor, generate? You will not generate happiness. If it is said that the king is the protector of the world, and without him, people would not follow the rules and all beings would be destroyed, and therefore this is something to be proud of, then one should not be proud for that reason alone. If one becomes arrogant thinking, "I am the protector of the world," then the landowner himself will appear as someone to be protected by the world, because a king who is not protected by the world cannot rule the world. Therefore, why should one be proud because he is the protector, while the other is not proud because he is the one being protected? If it is said that the king protects all beings individually and takes one-sixth of the merit of those virtuous people under his rule, and therefore he should be proud, then now, because the influence of the five degenerations is great, it is difficult to find among all castes, including Brahmins, those who are happy with their work and effortlessly obtain a livelihood. 由于还会掠夺六分之一的份额,因此你获得善趣的机会很少。即使凭借自己的罪业也无法获得善趣,更何况是众生的罪业呢?如果说国王是世间的怙主和自由者,因此理应傲慢,那么,他所做的一切事情都是被他人驱使而做的,既然不是自由的,那么在世上就被称为愚人。没有谁像你国王一样如此受制于人,因为他所做的一切事情,无论该做不该做,都是被他人驱使的。如果说守护世间依赖于国王,因此他理应傲慢,那么,国王说守护依赖于我,从世间获取报酬,如果需要分别守护世间,却又不能做到。在这里,他无法给予报酬,并且对于罪恶之人,杀戮、囚禁、殴打等等,自己也在造作罪业,那么世间还有谁能与他一样没有慈悲心呢?因此,他不是真正的守护者,所以不应该傲慢。第二点是,如果国王不应该慈爱盗贼等罪恶之人,因为如果这样做,世间将会毁灭。如果国王不应该慈爱作恶之人,那么,每个孩子都沉溺于罪恶,因此不会成为被守护的对象。因此,那些不沉溺于罪恶行为的人,因为他们守护了自己的本分,所以不需要守护,而是需要守护那些做不该做之事的人。如果说为了养育百姓而惩罚罪人,国王不会因此而有罪,因为这是为了利益贤善之人。产生罪恶之人自己欢喜的原因,貌似经论的说法并非不存在,例如杀鱼杀猪等等,他们也会说,杀害这些生命是从我们种族的血脉中传下来的,如果是为了百姓的主人而考虑生计,那么这有什么不是福德的呢?因此,惩罚罪人,国王不会因此而不合佛法等等,以貌似经论和道理等等的理由来掩盖自己的非福德。

Since you also seize one-sixth of the share, you have little chance of attaining a good rebirth. Even with your own sins, you cannot attain a happy rebirth, let alone the sins of other beings? If you say that the king is the protector and independent one of the world, therefore it is reasonable to be arrogant, then, all the things he does are done by being driven by others. Since he is not independent, he is called a fool on earth. There is no one as controlled as you, the king, because all the things he does, whether they should be done or not, are driven by others. If you say that protecting the world depends on the king, therefore he is justified in being arrogant, then, the king says that protection depends on me, and takes rewards from the world. If it is necessary to protect the world separately, he cannot do so. Here, he cannot give rewards, and towards sinful people, killing, imprisoning, beating, etc., he himself is also creating sins, so who else in the world is as merciless as him? Therefore, he is not a true protector, so he should not be arrogant. The second point is, if the king should not be kind to thieves and other sinful people, because if he does so, the world will be destroyed. If the king should not be kind to those who do evil, then every child is addicted to sin, so they will not become objects to be protected. Therefore, those who do not indulge in sinful actions, because they protect their own duties, do not need protection, but it is necessary to protect those who do things that should not be done. If you say that punishing criminals for the sake of raising the people will not be a sin for the king, because it is to benefit the virtuous. The reason for creating happiness for the sinful person himself, the seemingly scriptural statements are not non-existent, such as killing fish and pigs, etc., they will also say that killing these lives is passed down from the bloodline of our race. If it is considered for the livelihood of the master of the people, then what is not merit in this? Therefore, punishing criminals will not make the king unrighteous, etc., using seemingly scriptural and logical reasons to cover up their own non-virtue.
