If that is the case, all the proponents of philosophical tenets below the Yogachara will become outsiders to this Dharma, because they do not understand the reality of dependent arising. If someone asks this, then it is indeed correct, because they have not become vessels for the profound secret place of the Tathagata. For example, in the world, just as one applies the terms "insider" and "outsider" to those who are fit to speak secret words and those who are not. However, since they take refuge in the Tathagata and follow his teachings, they are not entirely outsiders like the Vaisheshikas, and therefore they are nominally considered proponents of Buddhist tenets. If the Tathagata, considering those who have entered the Hearer Vehicle, turned the wheel of Dharma of the Four Noble Truths, and the proponents of the sectarian tenets also only understand the Four Truths as the sixteen aspects of impermanence, and do not teach understanding them as without inherent existence, then it should be said in response to this that there are two types of disciples to be trained by the first Dharma wheel: the actual disciples belonging to the Buddha's retinue and the subsequent later disciples. The first is further divided into those whose minds are not fully ripened and those who are ripened. Among them, when the first person hears the first Dharma wheel, the manifest clinging to the four perversions such as permanence is reversed, and aversion arises from samsara, and only the desire for nirvana arises, but realizations such as the path of seeing do not actually arise, but after that, by teaching the Dharma of emptiness, they will see the truth and be liberated. Birth and destruction, etc., are compatible with emptiness. The Madhyamaka says: Because of emptiness, everything is possible; without emptiness, nothing is possible. As it is said.
