It should be regarded as medicine and taken at the appropriate time. In short, for those things that are not explicitly stated as permissible, prohibited, or both, monks, I have never allowed or prohibited anything from the very beginning. If something is permissible and close to being permissible, and prevents what is not permissible, then it should be regarded as permissible. If something is not permissible and close to being not permissible, and prevents what is permissible, then it should not always be used. As the Buddha said, one should guard the precepts in this way and study the four practices: 'Going forth is to not harm others, and not harming others is true practice.' Therefore, even if reviled, do not revile in return; even if angry, do not be angry in return; even if exposing secrets, do not expose secrets in return; even if beaten, do not beat in return. Regarding the restoration of damaged precepts: Generally, 'damaged' refers to having committed a root offense, but here, it refers to all actions that transgress the precepts that have been taken. Among them, damage caused by committing a root offense is the occurrence of a root offense. Regarding this, the sutra says: 'If a monk does such an act, he immediately ceases to be a monk, ceases to be a practitioner, ceases to be a son of the Shakya, he will lose his status as a monk, his practice will be destroyed, damaged, fallen, defeated. His practice cannot be restored, just like cutting off the head of a palm tree, it cannot turn green again, grow, flourish, and expand.' The Sautrantika school believes that this passage indicates the abandonment of precepts due to committing a root offense. They believe that only concealing the offense counts as committing a root offense. Among the Vaibhashikas, the Kashmiris believe that there are two types of root offenses: 'those with debt and those with property.' 'Those with debt' refers to the root offense, which is divided into concealed and unconcealed. The reason for saying that committing a root offense does not necessarily require the intention to conceal is that the intention to conceal is not a necessary condition for committing a root offense, but arises after committing a root offense. Therefore, if one commits the root offense of unchaste conduct, then not concealing the offense will destroy the protective body of unchaste conduct, causing it to disappear. Since the other six precepts still remain, this precept can be restored, so one has not completely abandoned the precepts that need to be completed, but has abandoned the pure precepts. The meditation masters, relying on joy, if a joyful person does something that should not be done, even if he does not conceal anything, he will not commit a root offense. 'Giving,' and if a concealing mind is not born, then one will be liberated from the extremes.' Thus it was said. Therefore, just as one who is in debt is also one who has wealth, similarly, one who is without concealment is both a transgressor of discipline and one who adheres to discipline. The explanation of reciting the precepts refers to those who have committed a root downfall. This is because the greatly shameless, even if they could accomplish what is needed, have made it impossible, so it was said. 6-470 Therefore, it is believed that both (referring to those who have committed a root downfall and those who have not) agree that abandoning the vows is done through concealing a shared root downfall (referring to the four root downfalls). Similarly, the teacher Yönten Öd (Yon tan 'Od, Virtue of Light) said, 'If decline and non-attachment are connected to downfalls, then it is a misdeed.' In the extensive commentary on this, it says, 'For a monk who has become subject to a root downfall, even if the vows are already present, even so, they become unnecessary.' Confused by this, most people believe that the vows of a monk can be established in the mind-stream of one who conceals a root downfall. But this is not reasonable, because Vasubandhu (dByig gnyen) stated in his commentary on the Treasury of Knowledge (Abhidharmakośa) that such a thing is impossible. Asanga (Thogs med) said in the Bodhisattvabhumi (Byang chub sa): 'For example, by committing the actions of a root downfall, a monk will abandon the vows of individual liberation.' So, what is the meaning of the quote in the commentary? For example, when a wealthy person loses their wealth and becomes a beggar, and one who was a beggar from the beginning, when people explain to others, they say, 'This person was originally wealthy, but now they have lost their wealth and become a beggar.' And to the other, 'This person was originally a beggar without wealth.' It is only because this principle has not been understood. Therefore, the one who has declined and the one who is not attached (referring to one who never had vows from the beginning) are the same in being without vows, so if they join the five groups (referring to the five actions of a transgressor), they will not generate a downfall, only a misdeed, because they presume themselves to be monks. 6-471 Furthermore, 'There are four types of monks, there is no fifth: one who conquers by the path, one who harms the path, one who lives for the path, and one who shows the path.' This refers to: the first is the true Arhat (Dgra bcom pa) monks; the second is the one who has declined, that is, although they have the appearance of a monk, they are only a monk in name, without actual vows, just a name; the third is the begging monk, as explained in the Vinaya; the fourth is the one who claims to be, that is, the fully enlightened Buddha. If one conceals a root downfall, but the remaining six aggregates (referring to the thirteen Sanghavasesa, two Aniyata, thirty Nissaggiya Pacittiya, ninety Pacittiya, four Patidesaniya, one hundred and twelve Sekhiya) have not declined, then why would joining those aggregates not generate a substantial transgression? Think carefully! Like this, a root downfall that is not concealed, its mind-stream can be restored, so repentance is an act of pure conduct. Moreover, if one attains Arhatship, then from that time one can expel (referring to expulsion from the Sangha). Otherwise, it will continue for as long as one lives.
