When the Bhagavatas go to towns and other places, if they go there initially, they observe with clairvoyance whether or not afflictions will arise in the minds of others because of focusing on themselves. If they see that afflictions will arise, they do not go there, etc., merely to protect others. However, if they enter without observing, it may happen that they are unable to protect the afflictions of others. The Buddhas, on the other hand, go to those beings where afflictions arise, and because they are skilled in means, they cut off the continuum of their afflictions, and thus are especially superior in being without afflictions. Eighth, "knowing from aspiration" means that the Shravakas aspire to know what is to be measured and concealed, and whatever questions are asked by others, saying, "I should know this." Then, by entering into meditative concentration, they come to know that matter. For example, like Maugalya's son recounting the history of the Shakya clan, and so forth. Although those Shravakas know various matters, they also do not know matters of extremely long periods of time, places, and modes. The Buddha's knowing from aspiration is spontaneously accomplished without effort, and sees all knowable things without obstruction. It is not like knowing when in meditative equipoise and not knowing when not in meditative equipoise, but rather is always abiding in meditative equipoise. Therefore, they answer all the questions that beings desire, and thus are superior to the ways of the Shravakas. Ninth, the six superknowledges are the five superknowledges and the exhaustion of defilements, and the six have been explained above. Tenth, the four individual correct knowledges have already been explained. Eleventh, the four purities of all aspects are purity of body, object, mind, and wisdom. The first is having obtained mastery over transforming the body as desired. The second is having obtained mastery over transforming the object as desired. The third is having obtained mastery over all samadhis. The fourth is having no obstructions to all knowable things. Twelfth, the ten powers are having power over life, either giving up life or, if one wishes to remain, remaining even to the end of immeasurable kalpas, that is, obtaining power over life as one wishes. This is the result of generosity being the main thing. Having power over the mind, obtaining power to enter into equipoise, etc., as one wishes, is the result of meditation. Having power over resources is the excellence of the wealth of gods, humans, and Bodhisattvas.

Manifesting as desired is the result of the perfection of generosity. Having power over actions means having the power to accomplish whatever one wishes to do as one desires. Having power over rebirth means having the power to manifest various rebirths in any place and in any way as one desires. These two are primarily the result of ethics. Having power over aspirations means obtaining the power to accomplish things according to the wishes of those to be tamed, which is the result of patience in harmonizing with the thoughts of those to be tamed on the path of learning. Having power over prayers means that prayers are perfectly fulfilled as they were made, which is the result of diligence. Having power over miraculous abilities means obtaining the power to manifest any miraculous abilities as desired without hindrance, which is the result of meditation. Having power over wisdom means attaining the dominion of great wisdom without attachment or hindrance to all that is knowable, encompassed by the three times. Having power over the Dharma means obtaining the power to explain all the scriptures, encompassed by the twelve branches of the teachings, as desired by those to be tamed, without hindrance. These two are the result of wisdom. The thirteenth section, the ten powers: It is reasonable that happiness arises from virtue and unreasonable that suffering arises from it, as exemplified by this. Knowing without attachment or hindrance in an instant all that is reasonable and unreasonable among the knowable phenomena encompassed by the ten directions and three times is the power of knowing what is and is not the case. Similarly, knowing all actions encompassed by virtue and non-virtue, contaminated and uncontaminated, and how their maturation occurs is the power of knowing the maturation of actions. Similarly, knowing the various natures of those to be tamed, such as the eighteen elements, and the various inclinations of all beings, and the various faculties of sharpness and dullness, and the various paths that lead to the heavens and hells, liberation and all- knowingness, encompassed by the contaminated and uncontaminated, and knowing the various arrangements of meditation encompassed by the contaminated and uncontaminated, and knowing the various former lives of oneself and others, and seeing with the divine eye the death and future rebirths of beings.
