For the sake of the Dharma's long-lasting presence, King Manjushrikirti of Shambhala would give white robes to monks or novices who had broken their vows in the monasteries of Shambhala, take away their monastic robes, and expel them from the monasteries. If a Vajra Master were to break the root vows of tantra, they would also be expelled from the tantric monasteries, as stipulated by the king's decree. Even in India, how could white-robed householders be the gurus of those who hold monastic robes, or the abbots of monasteries and other sacred places? If there is a Bhikshu Vajradhara who is qualified to be a guru, but one does not rely on them, and instead relies on someone who is not ordained and is tainted by the faults of household life as a guru, this is a great disrespect to the Sangha. Know that the Tathagata has clearly distinguished the ordained Sangha, whom all householders should revere and make offerings to. If this distinction is undermined, therefore, one should examine the guru and rely on one who is free from faults, and not diminish the virtues of the ordained Sangha who have abandoned the busyness of household life and hold monastic robes, as praised by the Tathagata. In this way, the Dharma will abide. Here, because householders and novices do not hold the signs of a Bhikshu due to laziness and other reasons, and do not fully understand the Pratimoksha vows, they are inferior to Bhikshus. If they do not have laziness and pride, etc., as stated in the Hevajra Tantra: "First, beginning with Uposatha, giving, etc., then enter into tantra." Why not first take the vows of a Bhikshu and then enter into tantra? Therefore, if there is a Bhikshu Vajradhara, one should not rely on a householder as the guru of Bhikshus and local kings, so it is said. Secondly, regarding the nature of abiding in the complete examination of superior, intermediate, and inferior disciples, it is explained by four verses that are profound and vast: Whoever seeks the supreme accomplishment of Mahamudra, the superior one, should be matured through higher empowerments for the purpose of meditating on the path of emptiness. Those who seek worldly accomplishments should be gathered through the seven empowerments, which is the intermediate one. The inferior one should not be gathered through empowerment, but should be gathered through the precepts of a layperson. Here...

The supreme disciple is one who has faith or mind in the union of profound emptiness, great compassion, and extensive teachings such as Dharani. It is the certainty of the guru of the three realms, that is, one who is free from the fourteen root downfalls established by him and delights in the ten virtuous dharmas. Furthermore, it is implicitly shown that one acts according to the instructions of the guru who teaches mantras. For the sake of the Dharma and the guru, one who has the intention and conduct of giving up all body and possessions, that is, abandoning all busyness and giving without relying on wealth, etc. Knowing the qualities means knowing the qualities of the Three Jewels and having faith. Without relying solely on worldly attainments, but seeking liberation as the goal, and respecting the tantras, that is, believing in what is said in the tantras and guarding the vows without transgressing the acceptance and rejection shown therein. Having a mind that is not shaken by worldly paths, and concealing it as much as possible until one has personally experienced the attainment of suchness, and seeking wealth, etc., and causing it to decline from the path of the ten virtuous deeds, whether it be a householder teacher or an ascetic renunciate. A great disciple who is separated from one who enjoys the common dwelling place and temples, etc., and associates with evil friends, etc., that very wise guru should gather as disciples with knowledge, etc. Why? Because it is to gather as the cause for bestowing the fourth empowerment, such as the empowerment of wisdom and primordial awareness. Others, again, the intermediate disciples should be gathered with the seven empowerments that are the cause of merit, that is, for the sake of worldly attainments, such as recitation and meditation on mandalas. The lowest, if they act as a guru and do not slander, should be gathered as the cause of the five precepts of a lay follower. Third, the nature of the guru's examination of direction, time, and place, etc., for the purpose of accomplishing the establishment of the mandala and offerings, etc., is shown from the fifth to the ninth verses, such as "At the end of the night." Here, the time for establishing the mandala for the purpose of expounding the tantra, empowerment, and offering to the yoginis is at the end of the night.
