It is the action of a particular agent who is fabricated in various ways, such as being independent, etc. It is because of this. Others besides the agent himself, such as the independent lord, the great free lord, and Brahma, also exist, and it is held that they are the agents, so it becomes a noun for actions done by other agents. As it is said in the sixty chapters of the Black Lord of Power Tantra: "I have no control over my own happiness and suffering. Sent by the Lord of Power, either to the edge of a cliff, one will surely go to the heavens." And so on. These two are the views of outsiders on the actions of the agent. The agent of action is neither self nor other. Because the self, the agent other than the aggregates, is not determined by measurement. What is done by others does not happen to others either. Because one will encounter the fruit of actions not done by oneself. If one experiences happiness and suffering from actions done by others, then the results of actions will be confused. Moreover, it is clearly shown by reason that it is impossible for a single independent agent to create all the happiness and suffering of the world, so it is not done by others. Therefore, Buddhists of the inner path believe that for the continuum and collection of the aggregates, it is only nominally called self, and other than that, the nature of the self and the lord of power, etc., as agents, does not exist at all, or is completely separate. Know that this is not an action done by an agent who is truly established. The virtuous and non-virtuous actions accumulated by the continuum of the aggregates arise due to the power of cause and condition, interdependence, and although they have no inherent nature when analyzed, the results of actions appear unmistakably. Just as rice sprouts from rice seeds, and millet sprouts from millet seeds, the fruits of virtuous and non-virtuous actions arise separately without confusion, and this is the power of interdependence. It is the certainty of the results of actions. Therefore, neither I nor any agent such as the Lord of Power gives or takes away the happiness and suffering of beings. In samsara, whichever of the three gates of virtuous and non-virtuous actions is done, the previous actions will abundantly give the fruits of happiness and suffering. However, the agent who creates and destroys the world, I and the Lord of Power, etc., do not give these happiness and suffering to sentient beings, happiness and suffering.

The thought that "it is being taken away" is the wisdom of the deluded. Why? Even though one's own body is capable of generating immeasurable undefiled virtues, it wanders through the unreliable enjoyments of samsara through the apertures that take it away, such as the doors of the senses like the eyes, constantly falling away from the path of virtue and wandering in samsara. The senses of one's own mind do not see this state, and without seeing it, they see that there is another maker of samsara, which is very mistaken. Because they do not know that the maker of wandering in samsara is within themselves, they falsely attribute the maker who throws them into samsara to another, which is very foolish. As it is said in the Ornament of the Sutras: "Someone does not see what exists, but sees what does not exist. What is such darkness like?" The manner is similar to this. Certainty is to directly enjoy the fruit of one's own actions. Next, the special explanation of the power of the mind in the fourth stage is: Here, beings have the power to desire to experience the bliss of dripping, and the power to engage in actions that strive for the sake of objects. Having entered in this way, the third is the power to generate the wisdom of bliss by the dripping of the elements. These three powers are inherently present in the minds of beings from the beginning. Due to these three powers, objects of attachment arise or become clear in the mind in sequence, and the actions of joining the two together in conjunction with this, and for the cause of making the sensory consciousness and the bliss of objects of the same taste, one focuses on or experiences those things. Again, the grasping experienced by the previously easily changing wisdom is also created by the fourth power, the supreme offering of the three realms. This power will also necessarily determine by the non-duality of grasping and apprehended. Thus, it is certain that the four powers arise in sequence. Among these four powers, the mind of the Vajra, which is extremely pure and clear, indistinguishable by the conceptual thoughts of the aspects of grasping and apprehended, is, as previously explained, manifested by the power of the primordially clear mind, the wisdom of bliss. Alas! Lord of men! Such a Vajra mind abides in the meaning of unchanging supreme bliss, and the inseparability of emptiness endowed with all supreme aspects, the equality like space.
