It has been requested. Similarly, the yogi should know that there are many requests to other kings of tantras as well. Therefore, if someone thinks that just by the phrase "Thus I have heard" one must determine the place of all tantras, that is a narrow-minded and small-minded idea. If the one who teaches the Dharma is not in the nature of the language of all sentient beings, with all the inconceivable tones of all aspects of the omniscient, but only teaches the Dharma in Sanskrit, then the Buddha would also become a limited vehicle who only teaches in some places, and a limited vehicle who only speaks one language. Even so, after seeing those proud heretics in the holy land (India) who claim to be proficient in grammar, (they would think) just as the gods worshiped by Brahmins, Vishnu, and Shiva, such as Brahma, Vishnu, and Shiva, are Sanskrit speakers, so too are the gods worshiped by us Buddhists, such as the Buddha and Bodhisattvas, are Sanskrit speakers. This is the thought of those Buddhists with childish minds. Here, the Buddhas and Bodhisattvas are not related to the birth of gods, so they are not limited in body, nor are they merely speakers of limited Sanskrit. Rather, due to the sentient beings to be tamed, they have all kinds of forms, teach the Dharma in the language of all sentient beings, and are the ones who truly gather the Dharma. Therefore, the Tathagata has declared that the Buddha is immeasurable, and likewise, the Dharma and the Sangha are also immeasurable. Therefore, it is not limited to one place because of the sentient beings to be tamed, nor is the petitioner limited to the Shravaka Sangha, etc., and the language is not spoken in the language of infinite sentient beings, but not only in Sanskrit. Similarly, the Tripitaka and so on are also taught in various different languages of Magadha, Champaka, Surama, etc., and not just in one language. Because if one teaches the Dharma in only one limited language, one would become not omniscient. Like this, teaching the Dharma simultaneously in the immeasurable languages of the immeasurable realms of sentient beings, that is the teacher who is omniscient.

Therefore, the Blessed One taught the Dharma for the benefit of all sentient beings. Through meaning, it is expounded in various languages, and in accordance with the minds of those to be tamed, it is shown in various ways to be profound and vast. Those of the Brahmin caste among the outsiders, who are filled with pride, say this: The four Vedas should be recited by the Brahmins and Kshatriyas, but not by the Vaishyas and Shudras, etc. Likewise, songs, tenets, and the Dharma of ancient legends should be heard from the mouths of Brahmins, by the four castes of Brahmins, Kshatriyas, Vaishyas, and Shudras, but not by fishermen and other Chandalas, because renunciants have no attachment. Therefore, their Dharma, because it is restricted to some, does not benefit all sentient beings. The idea that merely perfecting a single sound will grant the desire for heaven is the thought of those with perverse pride. Moreover, they think that if the treatises on the Vedas and logic, etc., are known by all people, including Shudras, then wisdom, Dharma, and knowledge will become common, and who will respect the Brahmins? Therefore, the malicious sages who are attached to material things write songs, tenets, ancient legends, and other Dharmas in books in perfectly combined languages, and stipulate that the Vedas should also be recited orally, with the intention of not letting everyone know, thus causing great ignorance in childish people. Moreover, in ancient times, when the Vedas and other texts were not written in books, they were transmitted from the mouths of those who uphold vows. Later, due to the degenerate age, people's wisdom became low, so those who uphold vows wrote them in books. Therefore, Buddhists should not rejoice in the doctrines of outsiders, which abandon equal love for all sentient beings, cause the suffering of samsara, breed wrong views, and are arrogant and complacent due to caste. In these three realms, the All-Knowing One teaches the Dharma in all languages, and those who collect the Dharma should write the Dharma in books in the languages of various beings.
