Furthermore, the treatise on the way of kings should be expounded. The past of the wheel-turning kings should be expounded, how they governed the kingdom, and how they protected and taught. The king also listened as the sages and people said, governed the kingdom according to the way of the wheel-turning king, generated compassion for all sentient beings, followed and taught the righteous governance of the Dharma, practiced the four Brahmavihāras, and caused all beings to abide in the four Brahmavihāras. All were born in the world of Brahma, and gradually attained great Bodhi. Again, in the past, this teacher was once a sage named Golden Face. He attained the knowledge of past lives, and he remembered that when I was once a wheel-turning king, I heard from a powerful sage with five superknowledges: Abandoning killing is to hold the path to ascend to the heavens; abandoning all defilements is to hold the path to omniscient wisdom. After hearing this, I thought, the path to go everywhere is very good and excellent. The cause of accomplishing the path to go everywhere is karma, the cause of karma is affliction, and the cause of affliction depends on improper attention. Thus, karma accomplishes the fruition of ripening, and with proper attention, if there are no afflictions, then one knows that the aggregates of karma and ripening are exhausted, and one attains the peace of Nirvana. He led many beings into this path. With this virtue, he thoroughly understood the wisdom of all dharmas, first the arts and crafts, then the medical science of life, and in order to make sentient beings free from disease, he accumulated resources with a beneficial intention, expounding the worldly laws, and in order to accumulate one's own resources, he expounded the art of warfare for proper protection. After that, in order to accomplish the undertaking, he expounded the science of astrology. Then, in order to stop suffering and obtain happiness, he expounded the wisdom of liberation. In addition, in order to eliminate the suffering of sentient beings, he also expounded the arts and crafts and various kinds of industries, as well as the knowledge of the three times, grammar, auspicious signs, and various kinds of examination. Also, the king was named Sage Knowing Existence, understanding existence.

At the time of being born, he knows all the differences such as the experiencer and actions, knows good and bad, knows the results of actions, and has learned and is skilled in all the places of craftsmanship and work in the world. He thinks like this: Among the crafts he has learned, is there any other that can eliminate birth, death, and unhappiness? When he contemplates in this way, he does not see any craft at all. These actions are like the utensils of a potter, without sentient beings, and he also knows that there is no death. If sentient beings do not manifest and act, then there is no death and birth. Having thought in this way, he attains such samadhi, abides in equanimity, remembers the different bodies of sentient beings, and remembers that each of the sentient beings as numerous as the dust particles in the fields has a different nature of self. He also remembers by what causes and conditions it is accomplished in that way. He thinks, "From what can one obtain the wisdom that does not manifest and accomplish the nature of self?" Knowing that there is no other way than not manifesting and acting, he manifests and acts with ignorance and craving, so it is accomplished in this way. If there is no such thing, existence will not be accomplished. Knowing this, the wise ones thus generate the light of wisdom and see those who do not regress. Furthermore, a girl named "Courageous Woman Who Goes," who is extremely beautiful in appearance and skilled in singing and dancing, when she is born, many people gather around her, and their eyes are captivated by watching her. In the midst of the assembly, she teaches the Dharma with verses, and in this way, she establishes many people in benefit and happiness. Furthermore, a magician named "Various Crafts," in front of many people, demonstrates various magical crafts and teaches that all dharmas are like illusions, thus accomplishing the benefit of many sentient beings. Furthermore, a Gandharva named "Understood by All People," with one string of a lute, produces a hundred thousand kotis of musical sounds, making the assembly of people happy. He goes alone to a solitary place and thinks, "These people are deceived by the sound of the lute, and they do not know that this sound is subject to cessation." Having properly contemplated it in this way, he knows through manifestation and obtains the patience of understanding through seeing. Thus, by teaching the Dharma, he benefits many people.

He was placed in the position of non-retrogression. Also, in a previous life, there lived a blacksmith on a rocky mountain who had a beautiful daughter. Because of her lineage, beauty, and wealth, she was not easily given away in marriage, but vowed to marry someone whose skills were equal to her own. A Brahmin boy went to her house to beg for alms, and the daughter came out with food and asked him if he had already given it to someone else. The boy replied, "My father says he will give me to someone whose skills are equal to or better than mine, so it is difficult to give it to someone else." The daughter asked, "How are your father's skills?" The boy said, "He can make a needle float on water." The Brahmin boy thought, "Although I don't want this daughter, I will defeat her arrogance." So he borrowed the blacksmith's tools and inserted seventy fine needles into the eye of a thick needle, and was able to make it float on water. Then he went to the blacksmith's house and asked, "Who wants to buy needles?" The daughter said, "Are you crazy? Or are you mindless? Why sell needles at a blacksmith's house?" The boy said, "I'm not crazy, but I want to show off my exquisite skills." The daughter asked, "What kind of skills do you have?" The boy said, "I can make a needle float on water." So the daughter called him into the house and put water on it. The boy first put one needle, and the needle floated; then he put seven needles, and they also floated; then he put the thick needle, and it also floated; he inserted seven needles into the eye of the thick needle, and it also floated on water. The blacksmith thought, "This person's skills are even better than mine." So he decorated his daughter with all kinds of jewels and was going to marry her to the boy. But the Brahmin boy said, "I don't really want this daughter, I just showed my skills to defeat your arrogance." After saying that, he did not marry the daughter. At that time, that blacksmith was the Bhagavan, the other blacksmith was the Tirthika, and that daughter was the incomparable mother, and it is still the same now, even if she is offered, she does not accept. Also, there was a blacksmith named Legtok, who was skilled in blacksmithing and craftsmanship, and whose fame spread in all ten directions. Also, there was a blacksmith named Gyal De, who was outstanding in his skills. When he was born, the gods urged him with verses to understand all dharmas from the Tathagata's infinite gaze.
