Beyond countless eons, the Bhagavan was once known as "Savior of All Kings." At that time, he had sixty-eight thousand consorts, all like goddesses, loving as mothers, respectful, and devoted, endowed with virtues. Among them, (the king) dwelt in meditation, perfecting the four dhyanas, and entered into the samadhi of the fourth dhyana. Rising from that samadhi, because sentient beings were extremely attached to the five desires and committed sinful deeds, they fell into the three lower realms. Even if they were reborn as gods or humans, they would encounter short lifespans and other consequences. He also saw sentient beings with long and short lives, high and low castes, great and small majesty, abundant and scarce resources, broad and narrow wisdom, those who constantly strive and those who act contrary to it. The king thought thus: This path is contrary to the Dharma; I shall lead these beings onto the path of manifest enlightenment. Thus, he generated great compassion, traveled through towns and villages, and with the power of the five superknowledges he had attained, he caused beings to abandon the ten non-virtuous actions, established them in the ten virtuous paths, and dedicated all roots of virtue to unsurpassed Bodhi, and exhorted beings not to regress. That king, after his body was destroyed, was reborn in the Brahma realm, and again reborn as Great Brahma. After passing away from there, at the end of the kalpa, he was born together with the gods of Clear Light. While dwelling there, he also caused countless sentient beings to abide in the irreversible stage. They also, because of non-arising, abide in the absence of Dharma. Having practiced hundreds of thousands of methods in this way, he passed away from the Brahma realm and, among the gods of Clear Light, was reborn in the Brahma realm again. If he were to descend into the human realm in a hundred kalpas, even if he did not become a Buddha, he would possess the five superknowledges. If a Buddha were to appear, he would become a servant of those Bhagavans. He (the king) accumulated roots of virtue, and when the Buddhas, the Bhagavans, abide in samadhi, he knows whether the Tathagata is abiding in bliss or in solitude. Thus it was spoken. Furthermore, thus.

When the departed one was in the state of peace, and the measure of his life was seventy kotis of nayutas of years, the Bhagavan himself became a Bodhisattva named Tranquility. The tranquil one, having attained various insights and being subdued by great compassion, attained the arising of meditative wisdom. The skillful in means, tranquility is not to be seen, and insight is also to be relied upon. He manifested miraculous powers and manifested a thousand emanations. For those who are distracted by worldly affairs, he gathered them with generosity and placed them in discipline, and taught the teachings of the Buddhas. Countless kotis of beings were thoroughly placed in the patience of this profound Dharma. Through long practice with compassion, meditation, and omniscient wisdom, he placed them in the six perfections, and soon they became Buddhas in pure Buddha-fields, and liberated countless beings from suffering. The Bhagavan declared: Therefore, by practicing meditation, I have perfected the six paramitas. Moreover, when the wheel-turning king was named Delight in Various Worlds, he renounced the kingdom and lived in the forest, practicing meditation, and pleased those who had previously entered meditation, knowing that they had attained the arising of meditative wisdom. He pleased those with meditation individually with worldly food. Furthermore, in the past, immeasurable kalpas ago, when he was the sage named Unobstructed Glory, seeing that whatever meditation arose was a Dharma that obstructs, he developed a fearless thought towards all existence, and focused on stopping the flow of the un abiding mind. At the time of death, he did not enter the womb for ninety-six kalpas, but was constantly born miraculously. Again, in the past, immeasurable kalpas ago, when he was the teacher named Good Eyes, seeing that these three realms were oppressed by the faults of their own nature, he thought: Alas! Wherever these beings abide, they are harmed, without refuge or protector. I shall not abide in all actions, for if there is no abiding, there will be no more movement.

From the meditation of non-abiding in all dharmas, great compassion is obtained. Knowing this, he internalized it and taught sentient beings. Thus beings entered into the unobstructed, unattached wisdom and transcended the suffering of non-abiding samsara. In inconceivably distant past aeons, a Tathāgata named “Bestower of Breath” expounded Dharma to beings, liberating them from aging and sickness, bringing them fearlessness. He was unattached to objects of desire, without aversion to hateful things, without delusion toward the deluded. He clung neither to meditation, nor to cessation, nor even to ultimate equipoise. In this way the mind was liberated, fully liberated—this is called the knowledge of complete liberation, the teaching of the eight liberations. At that time, the Blessed One himself, known as the “King Who Subdues All Foes,” became sovereign of the great trichiliocosm. Together with a multitude of beings and sixty thousand kings, he approached the Tathāgata, and the Buddha taught that king the Dharma of the eight liberations. The king then filled the great world system with seven precious jewels as an offering, and, with those kings, renounced household life and went forth. The sixty thousand kings directly realized the eight liberations, yet the great king himself did not; only by hearing of the eight liberations, he abided not in cyclic existence, and by the power of great compassion, through eighty-eight uncountable aeons, he dwelt in saṃsāra, striving for the welfare of sentient beings. The Blessed One declared: “O son of Magadha! The bodhisattva who does not abide in anything will swiftly be fulfilled in unsurpassed awakening.” Again, in the past, the Blessed One himself became the king called “Universal Knower,” who ruled with caution and mindfulness. At that time he had eighty thousand queens, all of whom were of excellent form and beautiful in appearance.
