Then the ministers gathered together and discussed, "What should we do?" After discussing, they set up an ambush at the street corner at night. The king's cook stole the young children and presented them to the king, reporting, "So many children have been lost before and after." The king didn't say a word. They reported this three times, but the king still didn't speak. So they reported, "Now we have caught the evildoer. If you think he is guilty, he should be sentenced. It is not right to remain silent." The king said, "I am warning you." The ministers were very unhappy and held a grudge. They left separately and said to each other, "This enemy who eats all our children, this flesh-eating king, cannot rule the country together with us. He should be killed." They discussed this. Outside the city was a garden with a pond, where the king went to bathe every day. The ministers hid an army in the garden. When the king went to bathe, they seized him and prepared to kill him. The king was frightened and asked, "Why are you arresting me?" The ministers said, "The duty of a king is to support the many people, but the king has eaten all the children of the people. We cannot tolerate all the people being exterminated because of this, so we will kill you." The king said, "What I have done is indeed wrong, but from now on I will not do it again. Can you spare my life?" The ministers said, "Even if black snow falls from the sky, or a black snake grows on your head, you will not be spared. Don't say any more!" Hearing these heartless words, the king thought that he was surely going to die this time, so he said, "Since you are determined to kill me, let me think comfortably for a moment, and then kill me." The ministers waited a little while, allowing him to calm down. The king made a secret vow in his heart: "By the power of all the good deeds I have done in the past, and by ruling the country according to the Dharma, and by all the merits of giving to ascetics, may I become a Rakshasa who can fly in the sky." As soon as he made this vow, he rose into the sky and said to the ministers, "You tried to kill me, but my merit has allowed me to save myself. From now on you..."

"Please forgive me! I will eat all your wives and lovely children." Having said this, it flew up and landed on the mountain, and from then on, it no longer ate people. Many people were also terrified of it, always fleeing and hiding. That man-eating Rakshasa united with many Rakshasas, and the retinue also became numerous. The Rakshasa's retinue pleaded with the Rakshasa Red-Foot, saying, "We have become your retinue and servants, please grant us a grand feast!" He also did so. They deliberated, saying, "Let's kill five hundred princes to hold a feast!" So they went to capture the kings and put them in a cave. They found four hundred and ninety-nine, but one was missing. Those princes dwelling in the cave said to each other, "We are destitute and helpless. If Prince Moon, who possesses strength, were to come here, we might be saved." So they deliberated, saying, "Let's plead with the Rakshasa for Prince Moon to come!" They said, "O Rakshasa King, if you hold a feast, a feast made only of us human kings will not be a good feast. If you find Prince Moon, who possesses great merit, then the feast will become grand." The Rakshasa said, "What difficulty is there in this!" Having said this, it flew into the sky and went to Sutasomalena. At that time, Prince Moon was acting as regent, and with great royal wealth, he went to the pleasure garden. There, a well-spoken Brahmin came to Prince Moon, coming there to bestow gifts of good speech and hoping to obtain wealth. He looked at the prince's beautiful form and remained there with affection in his heart. Before there was time to discuss Dharma with that Brahmin, a great clamorous sound arose from the crowd. The prince commanded, "See what has happened." Those people said in fear, "The son of Sudaya, the man-eating Rakshasa named Red-Foot, has arrived!" The armies also scattered in fear, so what should be done? Then, the Bodhisattva understood the situation of Red-Foot, thinking to heal him with benefit, and said, "If he comes here, I will host him." All the queen's attendants returned weeping.
