A monk, by engaging in acts that please, prevents arising from the remainder, lawfully strikes the gavel, arranges dwellings, and so forth. When the Sangha gathers, the elder retreats, removes his two shoes, prostrates with palms joined, squats, and petitions three times for the purpose of expelling from the remainder. If he pleases the mind of the Sangha of monks, in any place where there is a Sangha of twenty monks, that monk should be expelled. If a Sangha lacking one of twenty monks expels that monk from the remainder, that monk has not departed from the offense, and the monks who expel him should also be reproached. For the remedy of the remainder, this is the ritual, that is, the method. Seventh, proclaiming the establishment: Here, I say to the venerable ones, in this recitation of vows, are you all pure? That is, have you not committed any offenses? Thus I ask. Are you all pure here? Thus I ask two or three times. If the venerable ones are pure here, then by not speaking, it is understood as such. Fourth, dispelling the uncertain has five aspects: showing the outline by summary, the scriptural authority for dispelling the uncertain, their individual characteristics, the conclusion, and proclaiming the establishment. The first is: In the summary, because there are secluded places and protection, there are two uncertainties: whether it is permissible to engage in sexual acts or not. First, it is uncertain which of the three it is: Parajika, Sanghavasesa, or expiatory offense. Second, it is uncertain which of the two it is: Sanghavasesa or expiatory offense. Because of a life like Nama Saga, possessing words of faith that do not lie, therefore there are four Parajikas, thirteen Sanghavasesas, and ninety Shuddha Prayaschittikas. If a monk speaks of having committed any of these three kinds of offenses, whether it is a Parajika, a Sanghavasesa, or any kind of Shuddha Prayaschittika, and if a monk like Chaga honestly confesses to sitting, then these three kinds of offenses are either Parajika or Sanghavasesa, or any kind of Shuddha Prayaschittika, and he should be made to confess. If that monk, because a laywoman who has faith in the Three Jewels possesses a vow of not lying, then whichever of the three kinds of offenses is spoken of, that offense should be used to make that monk confess, and this is the first of the Aniyata Dharmas. The second of the Aniyata Dharmas is: Furthermore, if a monk like Sharika, with a married woman, a woman like Soyongpa, in a place where sexual intercourse can be practiced, a monk alone with a woman in a secluded and sheltered place, engages in impure conduct, sitting on an unsuitable seat. If a laywoman like Lege, who is like Sharika, possesses a vow of faith, speaks of two offenses, Sanghavasesa or any kind of Shuddha Prayaschittika, and if the monk honestly confesses to sitting, then these two offenses are either Sanghavasesa or any kind of Shuddha Prayaschittika, and he should be made to confess. If that monk, the laywoman possesses a vow of faith, whichever of the two kinds of offenses is spoken of, that offense should be used to make that monk confess, and this is also an Aniyata Dharma. The fourth is: Venerable ones, I have already recited the two Aniyata Dharmas. The fifth is: To this, I will ask you, venerable ones, are you pure in this? I will ask twice, three times, are you pure in this? If you, venerable ones, are pure in this, then remain silent, and I will assume that you have consented. The fifth part is to completely recite the five: thirty Nissaggiya Pacittiyas, ninety Pacittiyas, four Patidesaniyas, many Sekhiyas, and seven Adhikaranasamathas.
