One should instruct, saying: Please let go of this way of speaking called "going with fear." When the monks instruct those monks in this way, if the one who desires to go, etc., abandons that basis of speech, that is good, because no offense greater than a single misdeed has occurred. If he does not abandon it by instructing, there is a single misdeed in the beginning. At the end of the instruction, a Sanghavasesa offense will arise. In order to abandon that basis, one should perform the four karmas, instructing correctly two or three times, that is, asking universally. Correctly teaching, that is, preventing defamation of the family. Instructing correctly two or three times, correctly teaching, if he abandons that basis, that is good or good, because the remaining object of the downfall has not occurred. If he does not abandon it, then it is a Sanghavasesa. The fourth is: Again, here some monks like the one who desires to go become displeased and have a nature that cannot tolerate verbal judgment. When the monks of this Dharma recite the training grounds included in the Pratimoksha Sutra to that monk like the one who desires to go, completely reciting the Parajika, Sanghavasesa, Aniyata, etc., and completely reciting the Sutra of the Pratimoksha of the Sugata, if they speak in accordance with the Dharma Sutra and Abhidhamma Pitaka, and in accordance with the Vinaya Pitaka, then, O venerable ones, whether you engage in virtue or turn away from sin, do not speak to me. Whether I engage in virtue or turn away from sin, I will not speak to the venerable ones either. Venerable ones, please allow me to speak to you in the way of words of engaging in virtue and turning away from sin. What is the use of me speaking to you of engaging in virtue and turning away from sin? If he says that he should not speak of the downfall that he should confess, then the monks should instruct him, saying: Venerable one, like the one who desires to go, when you monks recite the training grounds included in the Sutra, and those included in the Sutra of the Sugata, which are in accordance with the Dharma and in accordance with the Vinaya, do not fail to do the downfall that you should confess. Venerable one, please do that downfall that you should confess yourself. Monks

If a Bhikṣuṇī speaks to the venerable one about things that are in accordance with the Sutra, the Abhidharma, and the Vinaya, the venerable one should also speak to the Bhikṣus about things that are in accordance with the Dharma and the Vinaya. Why is that? Because there is this benefit: they will point out each other's faults, admonish and instruct each other, and liberate each other from faults. In this way, the Saṃgha of the Blessed One, the Tathāgata, the Arhat, the Perfectly Awakened One, will increase. Venerable one, you should admonish them to abandon such actions that lead to not pointing out each other's faults. If the Bhikṣus admonish that Bhikṣu in this way, if he abandons the basis of not pointing out each other's faults, that is excellent. If he does not abandon it, he should be admonished twice, three times, and correctly instructed in order to make him abandon that basis. If he abandons that basis after being admonished twice, three times, and correctly instructed, that is excellent. If he does not abandon it, it is a Saṃghāvaśeṣa. Fourth, the conclusion: Venerable ones, I have finished reciting the thirteen Saṃghāvaśeṣa Dharmas. Fifth, the explanation of the classification: Among those thirteen Saṃghāvaśeṣa Dharmas, the nine beginning with extracting essence are the first offenses, called arising from things, and do not depend on admonishment, but arise sequentially from the action, the action, and the actual first offense itself. The latter four, beginning with division, are called arising from admonishment, and become actual offenses because they are not ended by the admonishment and the three statements. Sixth, the manner of restoration: A Bhikṣu who wishes to confess, if he has committed any of those thirteen Saṃghāvaśeṣa offenses, as long as he knowingly conceals the time that the offense has arisen in his own mind, the confessor should unwillingly practice penance. After the Bhikṣu who is confessing has unwillingly practiced penance, he should then practice pleasing the Saṃgha for six days.
