Anyone, whether gods, local deities, or humans, etc., the source of all happiness, possessing the three miracles, unimpededly pervading all the countless worlds, appearing as the voice of the Buddha, should be fully relied upon. Therefore, it is distinguished by its ability to liberate from suffering. These are the ways of entering through conditions. Just as those who lack the faculty of hearing cannot experience subtle sounds, i.e., faint sounds, meaning that those without merit do not hear the Buddha's voice at all. Even for those who have the merit to hear, for example, all the differences in sound, even the ears that have obtained the divine faculty of hearing, do not enter the ear canal, just as some sounds do. Similarly, the Dharma of the Buddha, which is extremely subtle, profound, and supremely peaceful, being the object of subtle wisdom, also only enters the ears of some fortunate sentient beings without afflictions, and not of all. Third, the way of pervading with wisdom and compassion. The four things to be determined by the analogy of the cloud: the growth of crops and transformation from vessels, helpless people conforming to the peaceful Dharma. Just as in the summer season, the gathering of clouds brings a continuous stream of rain, the cause of abundant crops for the farmers, effortlessly and continuously falling on the ground. Similarly, from the clouds of the Buddha's compassion, the speech of the Victorious Ones, the rain of the sacred Dharma, which is the cause of the growth of the virtuous crops of beings, also falls spontaneously and effortlessly, without thoughts of motivation or effort. Just as when worldly people enter the path of virtue and act with mindfulness, the power of the gods, the raindrops produced by the gentle breeze, are poured down by the clouds. Similarly, in order to make the virtuous crops of beings grow manifestly, the wind of the Buddha's compassion stirs, and the rain of the sacred Dharma falls from the Buddha's clouds. This is also for the sake of benefiting the cycle of existence, relying on wisdom and great compassion, the changing cycle of existence and the unchanging Nirvana, without the fault of being biased towards one side.
