Yes, it is. The nature of loving-kindness and compassion is such that if one exists, the other is naturally complete. Therefore, do not consider compassion itself as not being the root, and then identify loving-kindness as another root. It seems better to understand that loving-kindness is a support for the growth of that very root, like watering or moistening with water. Because "the water of compassion is loving-kindness," it exists in the root, and the commentary also explains it in the same way.
