如是知晓国王后,将权力赋予贤良之士,不将权力委任于恶人。欲求国境安乐,应如是行持。成为殊胜国王之辈,以心系佛法为首要,努力寻求国境安乐之法,如此则王政如上弦月般增长。成为中等国王之辈,心思在于扩张领土,善加守护自己的部族,如此则王政长久稳固。成为下等国王之辈,不顾百姓只顾财富,如根基腐朽之树,如此则王政迅速衰败。以刑罚压榨百姓,用财富贿赂国王,恶劣的统治者便会心满意足,唉,末世的智慧真令人惊叹!对于人民来说,佛法最为重要,佛法能利益今生来世。其次,领土和名声最为重要,它能使今生富足。若不以二者为重,只顾财富而滥用刑罚,便不适合成为百姓的统治者,不配占据高位。因此,无论是国王还是大臣,抑或是村庄的首领,都应取用合理合法的财富,不应觊觎非分之财。比人民更高的地位,即使用珍贵的黄金购买也难得。被安置在高位之人,即是国王的助缘。对于贫困者来说,食物最为重要,对于富裕者来说,珍宝最为重要,对于贤良者来说,地位最为重要,因此要守护好自己的地位。获得地位之后,应思考如何利益他人,应生起布施之心,不应生起掠夺之心。身居高位之人,若能如法守护他人,无需积聚食物财富,它们也会自然而来。即使失去财富,地位依然稳固。 因此,身居高位之人,应如理如法地,一心想着利益国王的辖区和国家。对于依法行事的统治者,他的亲属们,不应偏袒各种私心杂念,不要提出不合理的请托。即使是父母或上师,若有不合理的请求,国王也应明察秋毫,对于违背法律之事,不应有丝毫迁就。凡是不违背法律和规章的,无论以何种方式,对亲友眷属

Having understood thus, the king should entrust power to the virtuous and not bestow power upon the wicked. If one desires the happiness of the kingdom, one should act accordingly. Those who become excellent kings primarily focus their minds on the Dharma. They strive for the means to bring happiness to the kingdom. By this, the royal power increases like the waxing moon. Those who become intermediate kings focus their minds on expanding their dominion. They carefully protect their own clans. By this, the royal power remains stable for a long time. Those who become inferior kings do not care for the subjects but only for wealth. Like a tree with decayed roots, by this, the royal power quickly collapses. When the subjects are tormented by punishments, and the king is bribed with wealth, the evil ruler becomes satisfied. Alas, the wisdom of the degenerate age is astonishing! For people, the Dharma is the most important, as it benefits both this life and the next. After that, dominion and fame are most important, as they bring prosperity in this life. If these two are not considered important, and laws are violated by focusing only on wealth, then one is not fit to be the ruler of the people and does not deserve to be in a high position. Therefore, whether one is a king, a minister, or the head of a village, one should take only what is appropriate and lawful, and not contemplate improper wealth. A position higher than that of the people is rare, even if bought with precious gold. Whoever is placed in a high position is the very support of the king. For the greedy, food is most important; for the wealthy, jewels are most important; for the virtuous, status is most important. Therefore, one should protect one's status. Having obtained a position, one should think about how to benefit others and generate the thought of generosity, not the thought of seizing. Those who hold high positions, if they properly care for others, food and wealth will gather naturally without being accumulated. Even if wealth is lost, the position remains stable. Therefore, those who hold high positions should, in accordance with the Dharma, think only of benefiting the king's territory and the kingdom. For a ruler who acts according to the law, his relatives should not take sides with various selfish thoughts and should not make unreasonable requests. Even if it is a parent or a guru, if there is an inappropriate request, the king should investigate the matter thoroughly and not make any concessions for actions that violate the law. 。完全实现愿望。属于国王会议的人们,不要说自己的偏见,对于好坏取舍的关键,凡是知道的都要如实禀告。被国王视为上师的人们,要认真思考国王今生,特别是来世获得安乐的方法。如果做了不符合佛法的事情,就要劝谏国王。对于符合佛法的事情,要尽力安排。对于性命攸关的刑罚等,除了一些不违背法理的情况外,地位尊贵的上师不要干预世俗法律事务。因为上师非常重要,不应该违背圣旨。如果请求过多,国王也会觉得难以处理。因此,上师要守护国王,国王也要守护上师,今生才能心意相通,吉祥如意,来世才能获得安乐。凡是国王喜爱的人,都要一心一意为国王谋福利,不要因为国王宠爱自己,就提出各种私事请求,使国王做出不恰当的决定。这种人是无耻的,国王知道后应该抛弃。与眷属一起,血统纯正,像美好的黄金一样的人们,要研究阐述治理民众方法的法典。这样,具有福报的王族,凭借智慧的力量,仔细考察民众,以具有功德的眷属来庄严自己,就像娑罗树一样高耸。如果确实拥有优秀的眷属,即使是卑微的人也能与伟大的王族平起平坐。如果国王贤明,眷属也贤明,就能用臂膀统治广阔的土地。国王一个人很难对所有地方的民众的善恶进行决断。如果将优秀的眷属聚集在身边,眷属的轮廓就会变得吉祥。人的君主要善待眷属,眷属的民众要敬献君主,这样,国家就会充满安乐和幸福。法典,治理大地的庄严,第五品:考察眷属之品。

May all aspirations be completely fulfilled. Those who belong to the king's council should not speak with their own biases or prejudices. Whatever they know about the essentials of what to accept and reject, good and bad, should be reported truthfully. Those whom the king regards as lamas should carefully consider the means for the king's happiness in this life and especially in future lives. If actions are not in accordance with Dharma, they should urge and advise the king. For actions that are in accordance with Dharma, they should arrange them to the best of their ability. In matters of worldly law, such as punishments involving life, except for some cases that do not contradict the law, highly esteemed lamas should not interfere. Because lamas are very important, it is not appropriate to go against their commands. If there are too many requests, even the king will find it difficult to act. Therefore, lamas should protect the king, and the king should protect the lamas, so that in this life they may have harmonious minds and good fortune, and in future lives they may attain happiness. Whoever the king cherishes should strive only to benefit the king himself. One should not, because the king cherishes oneself, make various requests for personal gain, causing the king to make inappropriate decisions. Such a person is shameless, and the king should recognize and abandon them. Those who are accompanied by a retinue and have pure lineage, like fine gold, should examine the treatises on law that explain the methods of governing the populace. Thus, a royal family endowed with merit, having carefully examined the people with the power of wisdom, and adorned with a retinue possessing qualities, will rise high like a great sala tree. If one is certainly endowed with excellent attendants, even a lowly person is equal to a great royal family. If the king is virtuous and the retinue is also virtuous, then one can hold the vast earth with one's arms. It is difficult for the king alone to determine the good and bad of all the people in all the lands. If a good assembly of attendants is gathered as a retinue, the mandala of the retinue will become virtuous in every way. The lord of men should care well for the retinue, and the people of the retinue should honor the lord. Together with that, the kingdom will be filled with ease and happiness, just as it is filled to the brim.
