Should be kept constant. The gatekeeper and the chamberlain, The messenger, servant, and workers, etc., What are their respective characteristics? They should be kept as described. Where cause and effect are not confused, And there is a mind that is equal to all, If such a person is appointed as a leader, There will be happiness in the town or city. If the opposite of these, Giving positions to anyone who comes along, Their respective tasks will not be accomplished, And it will become the cause of the kingdom's decline. Therefore, a wise ruler, According to the order of merits, Gives people their respective positions, Do not give positions randomly. Like medicine given for illness, The key to each person's inherent qualities, How can things be accomplished perfectly? People who accomplish everything are rare. The royal families of the degenerate age, With people who please their own minds, Turning the helm as they please, Ultimately cause themselves and others to regret. Those who rule the land with wisdom, Always having their own freedom, Even if they are not controlled by others, They are skilled at making others happy. The ornaments of the body and the groups of servants, Place them in appropriate places. The sent messengers and the tools of artisans, Assign them to appropriate tasks. The workers of the lord of men, Anyone will not do, Like selecting gold from stone, Those with virtues should be placed. Even if occasionally among hundreds or thousands, There appears someone with great virtues, Like a frog in a well looking at the ocean, Most people do not understand it. The goodness or badness of actions or people, When it becomes apparent, everyone knows, Like seeds having potential, If you know it beforehand, you are wise. Intelligent horses and excellent people, Should not be mixed with ordinary ways. Evil people and the forms of demons, Should not be regarded as strange places. Those who are wise and know the scriptures, Those who have great merit and are virtuous, Because they become the adornment of the land, Therefore, the king should be pleased with them. He likes virtuous people with qualities, He likes wicked thieves, swindlers, and hunters, The attached person likes prostitutes, The miserly person likes food and wealth. Most of the royal families of the degenerate age, There is no following for those who do good, When there is no punishment for those who do evil, Those who do good will also be discouraged. Where the lord of men is a good person, If he has compassion for those who do good, The aspects of goodness will be happy and increase.

Also. Evil also leans towards goodness, Wherever an evil king, Cherishes the evil ones, The evil sides become joyful, Goodness also leans towards evil. Due to the power of karma, Even if the king, Becomes a place of affection for others, One should rejoice as appropriate, Why entrust what is inappropriate? Even if the people of the inner circle, Do things that are not of their lineage, One should not punish excessively, But send them far away with gentle means. Do not be angry with those who have become close associates, For small reasons. If the entourage is well cared for like children, Everyone will think of the king as a father. The ministers and workers, Should always be cared for with love, Because the king's happiness and suffering, Reside in the hands of the entourage. Whatever is appropriate for the workers, Food, lodging, and good deeds, The celebrations and gifts that have been accomplished, The king should not forbid. One should not forget the good deeds done, But be grateful and praise them. If love pervades the entourage, The entourage will gather and all matters will be accomplished. The entourage should also love the king, Like an only child. Whatever greatness the entourage obtains, Comes from the king's glory. Even if the royal family is unruly, The entourage should protect the king as much as possible. Even if a disease occurs in the eye, It should be treated, not removed. The ministers and judges, Should judge good and evil fairly and truthfully. Favoritism towards relatives and Gifts, If considered, will ruin the kingdom. If a minister does not consider the king's interests, And is selfish, Why not let thieves, hunters, and prostitutes, Hold the position of minister? A minister is one who is selfless, Considers the kingdom, and is impartial. If one works for the peace of the kingdom, One's own prosperity will naturally arise. Wherever there is a minister, Who is in accordance with the Dharma, even if there is only one, Because he benefits the royal family, That kingdom is virtuous. People have various kinds of good and evil, Faults and virtues reside within them, Whatever is said from the mouth, Will surely be known by the actions. Therefore, whether the king and the royal family, The workers and ministers are suitable or not, Should be thoroughly examined and distinguished, If done carelessly, the kingdom will decline. Thus
