The petitions of the subjects, their joys and sorrows, Examine the manner of their speech, whether skillful or not, And the good or bad of their supporters and leaders. Do not be swayed by the tricks of words, But investigate and discern the truth. By this, you will understand the good and bad of the subjects, And the character of the petitioning ministers. You yourself will become skilled in law. Words that are beneficial for understanding what to adopt and abandon, New words that you did not know before, Even if they come from the mouth of a madman, Embrace them because you understand your own benefit. If you embrace those words, That will cause harm in the short and long term, Even if they come from the words of a lama, You should abandon them, let alone others. The country's well-being, suffering, faults, and virtues, Mostly become clear through meaningless words. Question and investigate truthful people, You can understand many things from meaningless words. Therefore, wise people of royal lineage, Should not inquire about news from anyone. Without using means of prevention, Asking at the right time is the key to wisdom. "Are you praised? Are you slandered?" Do not ask or inquire about the various speculative words of insiders, Remain neutral. If it is meaningful, you can ask. From the words spoken, You can mostly understand the inner thoughts of a person. From that, you will understand what to do and what not to do, Some things will become clear. You yourself should be skilled in the manner of speaking, And understand whether the words of others are reasonable or not. For the words of speech, If you engage in them properly, You will gain fame like the goddess of speech. Even without form, it captivates the minds of others, Even without giving, it gathers many beings, Even without light, it dispels the darkness within.

For the sake of peacefully protecting his own land, the lord of men should bestow positions appropriate to those who abide in virtuous conduct. If virtuous people are appointed as officials, they will be especially kind to their subjects. In this way, one's own dharma and political power will be stable, like a king who is respected by the masses. If wicked people are placed in high positions, they will especially harm their own kin. Ultimately, one will be ruined oneself, like a blue-skinned fox. One who is broad-minded and looks to the future, skilled in judging what to adopt and abandon according to the rules, with little self-interest and concern for the subjects, is suitable to be a minister. One who is of noble lineage, has a sense of shame and embarrassment, protects one's own conduct and is devoted to the dharma, and is agreeable and virtuous in conduct, is suitable to be a queen of the royal family. One who is virtuous in conduct and listens to advice, guards secrets and is affectionate to the lord, and speaks truthfully, has the authority to be a leader in the inner court. One who is not ignorant of grammar texts, knows poetry and other sciences, and is skilled in writing, is said to be a scribe who holds the pen. One who gives generously according to the rules and is not stingy, does not waste wealth on meaningless things, is shrewd and intelligent, is suitable to be appointed as a treasurer. One who is skilled in law and is impartial, is honest and investigates carefully, and thinks about cause and effect, adoption and abandonment, according to the rules, is suitable to judge cases. One who is courageous and hates evil, knows the tricks to suppress the opponent, and is steadfast and unwavering in mind, has the authority to be a commander of the army. One who is broad-minded and has pure thoughts, has increasing merit and flourishing fortune, and is surrounded by gods and protectors, is suitable to be a friend who advises on matters. One who is learned, has heard much, and is a yogi, is solely devoted to the activities of the dharma, and does not engage in activities that violate the law, should be taken as a guru for reliance. In the palaces of kings, those who are skilled in mathematics and other sciences, and who know medicine and other things according to the rules, are all skilled in the various sciences.
