In the Sutra of Miraculous Teachings, To the Bodhisattva Mahasattva, Who took form to subdue the heretics, To the truthful speaker, The fierce lord of men, Rab Snang, said: "How should kings Govern the people?" To clarify the meaning of what was asked and taught, It is now stated here, May all lords of men listen respectfully. The term "people" refers to things that are, Namely the five aggregates, here divided into two: Sentient beings gathered by the four births, And the vessel realm gathered by the five elements. There are two ways of governing: each's own karma, And the governance by the lord of the people. The first is like an unpleasant sound, Like the people of the first kalpa, Not lacking in enjoyment, Without mutual harm or strife. Furthermore, the people of the fortunate kalpa, Respect parents and practice virtue. Even without being appointed as king, They live happily by their own karma. The second, other than the above, The governor is called the lord of the people. This includes the Wheel-Turning King, The Great King, the King of the Region, And the four Lesser Kings. Among them, the Wheel-Turner, Can live up to eighty thousand years. The lord of men has a golden wheel, Authorized by all in common, Ruling over the four directions or four continents, Because he himself abides in the path of the ten virtues, He possesses the Dharma. Furthermore, there is the Dharma King who abides there, The wheel that conquers the directions, The excellent and wondrous elephant jewel, The supremely delightful queen, The excellent jewel that brings light, The householder who possesses excellent enjoyment, And the excellent minister who is brave, wise, and brings happiness, And the excellent horse jewel that travels comfortably, Possessing these seven precious jewels. All lands completely, Turn into their own territory, How is it done? Through retaliation, Without harm or strife, Acting diligently without harming. Without harming with weapons or with punishment, There is no torment, Through not discriminating between races, following a common doctrine, Treating equally without bias. Whatever kings or lesser kings reside in the four continents, Say to the Wheel-Turning King: "We have dwellings, wealth, And gatherings full of people, Please accept and Govern us, We will come as your attendants, To pay homage."

也。转轮王以其一切,各自领地所属者,如法调伏,不如法者不调伏,不喜非法行径,平等调伏一切眷属,汝亦将成为我的近臣,如是赐予。除此之外的国王们,或掌管自己的种姓,或以福德之力所获得的,就在那领地上行使统治。国王们是依靠什么,安住而养育百姓呢?除了转轮王之外,都是安住于论典,从而养育百姓。因为什么缘故,世间出现转轮王之时,没有三种非理性的缘故。三种非理性是指什么呢?对十不善业显现欢喜,对非法产生贪执,不知足于自己的财富,这就是非理性的贪婪。依止邪恶的论典,被邪法所迷惑。如是行持这三种的,众生那时不存在,因为那些都依靠转轮王,以其自身之法的伟大,国王的心和教令,谁也不会违越,国王的事业没有困难,一切都和合安住的缘故,不依赖论典。何时对非法贪执等,存在于众生之时,为了安放在国王们的心中,并且为了利益他们,具有慈悲和智慧的,大仙人们,为了知晓如法和不如法,便著作国王的法典。养育百姓的,那论典又是什么呢?作为非理性之贪执,嗔恨和愚痴的对治,就是无贪、无嗔、无痴,显示三种对治的自性,以及殊胜的差别和利益。三种对治的意乐是,谨慎和慈悲。谨慎是指什么呢?君王如此思量:享乐无常如云飘动,我亦将趋向死亡。如是安住于正念,了知欲望的过患,以寻求出离的方式,享用那些享乐,以清净的权势来行使权力。慈悲之心

The wheel-turning king, with all of them, those belonging to their respective territories, subdues them according to the Dharma, and does not subdue those who are not according to the Dharma, does not like unlawful conduct, and equally subdues all his retinue. You will also become my close minister, and thus he bestows. Other than that, the kings, either ruling over their own lineage, or whatever is obtained by the power of merit, exercise dominion over that territory. What do the kings rely on, abiding and nurturing the people? Other than the wheel-turning king, they all abide in the treatises, thereby nurturing the people. For what reason, when a wheel-turning king appears in the world, there is no reason for three irrationalities. What are the three irrationalities? Manifestly rejoicing in the ten non-virtuous deeds, being attached to what is unlawful, not being content with one's own wealth, this is irrational greed. Relying on evil treatises, being deluded by evil Dharma. Thus, those who practice these three, sentient beings do not exist at that time, because all of those rely on the wheel-turning king, by the greatness of his own Dharma, the king's heart and command, no one will transgress, the king's affairs have no difficulties, and because everything abides in harmony, they do not rely on treatises. When there is attachment to what is unlawful, etc., existing in sentient beings, in order to place it in the hearts of the kings, and in order to benefit them, the great sages, endowed with compassion and wisdom, in order to know what is lawful and unlawful, compose the royal code. What is that treatise that nurtures the people? As an antidote to irrational attachment, hatred, and ignorance, it is non-attachment, non-hatred, and non-ignorance, showing the nature of the three antidotes, as well as the excellent differences and benefits. The intention of the three antidotes is, caution and compassion. What is caution? The king thinks thus: Enjoyment is impermanent, moving like clouds, I will also go towards death. Thus, abiding in mindfulness, knowing the faults of desire, in the manner of seeking renunciation, enjoying those enjoyments, exercising power with pure authority. The heart of compassion
