如果这样,对于利益自身的事,不布施应布施的人,自己享用,这是极大的邪命,是邪命的不调顺者。对于乞讨的沙门、婆罗门,说不悦耳的话,邀请来却断其食物,以不合法的食物强迫殴打等,对于应该承事供养的,却不承事供养,这是极大的邪入。因此,像这些一样,都属于邪入不调顺之列。以这些为例,不应理的营生以及不如法的恶道入者,要知道都包括在后两种不调顺之中。无论哪个地方,像这样的邪入增多,诸神都不会按时降雨,饥荒的荒野会变得凄凉。非人会散布瘟疫等各种损害,寿命和受用会减少,疾病会增多。因此,禁止这些的地方是吉祥的。如果国王变得不调顺,谁会用刑罚来惩罚他呢?国王自己惩罚自己。怎么做呢?如果自己变得放逸,没有慈悲心,用自己的智慧观察,思考不悦耳的恶趣怖畏。如法的国王应当时时询问自己国内存在的,任何被认为是贤善的,沙门、婆罗门、有学问且明智的人,关于什么是善,什么是不善,做什么好,做什么会变成罪恶,并区分开来宣说佛法。他们也应该向国王展示古代的良好风尚。区分开来之后,用温和的言辞说出国王的过失。这样,通过外在的善知识和内在的自身智慧的力量,自身就能被调伏。 器世间的一切生灵,如法的国王守护的方式是,不焚烧,不摧毁等等,按照原样守护。像这样,在愤怒的地方,即使国王发怒了,也不应焚烧城镇和城市,挖掘水池,摧毁住所,砍伐食用树木,破坏庄稼,摧毁佛塔,以及任何地方的良好陈设,良好的制作,良好的书写,令人愉悦的事物,这些都不应摧毁,因为这些事物不是愤怒的对象。

If so, regarding things that benefit oneself, not giving to those who should be given to, but enjoying them oneself, this is a great wrong livelihood, an untamed one of wrong livelihood. To mendicant renunciates and Brahmins, speaking unpleasant words, inviting them but cutting off their food, forcing them with unlawful food, beating them, etc., for those who should be served and venerated, not serving and venerating, this is a great wrong entry. Therefore, like these, all belong to the category of wrong entry untamed ones. Taking these as examples, inappropriate livelihoods and those who enter evil paths that are not in accordance with the Dharma, know that they are all included in the latter two untamed ones. In whatever place such wrong entries increase, the gods will not send down rain in due season, the desolate wilderness of famine will become miserable. Non-humans will spread various harms such as epidemics, lifespan and resources will decrease, and diseases will increase. Therefore, the place that prohibits these is auspicious. If the king becomes untamed, who will punish him with punishment? The king himself punishes himself. How so? If one becomes negligent and without compassion, observing with one's own wisdom, contemplating the unpleasant fear of the lower realms. A Dharma-abiding king should always ask those who are considered virtuous in his own country, renunciates, Brahmins, learned and wise people, about what is good and what is not good, what is good to do and what will become sinful, and distinguish and explain the Dharma. They should also show the king the good customs of ancient times. After distinguishing, speak of the king's faults with gentle words. Thus, through the power of external virtuous friends and internal self-wisdom, oneself can be tamed. How a Dharma-abiding king protects the vessel world and all beings is by not burning, not destroying, etc., protecting them as they are. Like this, in places of anger, even if the king becomes angry, he should not burn towns and cities, dig ponds, destroy dwellings, cut down edible trees, destroy crops, destroy stupas, and any good arrangements in any place, good craftsmanship, good writing, pleasant things, these should not be destroyed, because these things are not objects of anger.

How should the gods who dwell in the realm of the king be cared for? The land should not be damaged, and offerings such as torma should be given, and in that way, all beings will also be cared for, and all the unruly will be subdued. There will be no fault, and merit will increase in the future. Each accomplishes with their own ability, and for the sake of the king's proper governance, the possessions of that kingdom are not solely his and the king's. If the due taxes that exist are not given to the king, even if it is not taking without giving, it will become a fault of stinginess. Even if one has wealth and does not give the due tax, even if it is forcibly taken, it is like completing wages, and the king will not take without giving. If one forcibly takes from the poor, sins are divided into two categories. Gamblers, prostitutes, etc., improperly enjoying and wasting, taking in order to prevent, doing two things, for that there is said to be no sin. When someone's enjoyment is burned by fire, etc., when it is wasted, taxes should also be levied, and if sentient beings who have no way to do so are not cared for, it will become a sin. That king who possesses mindfulness and compassion, when he is a limb, if he is completely perfect in every way, he will become a Dharma king and a possessor of Dharma, if so, the perfection appointed by heaven, the virtuous retinue and supreme wisdom, diligent, respectful and proficient in Dharma, certain of the types of worldly conduct, able to endure discomfort, and holding the Dharma without perversion, with these ten limbs, one will become a complete possessor of Dharma and Dharma king. By the power of merit, ministers and others, and the people of the land are without disease, with little harm, possessing happiness and wealth, and are called the perfection appointed by heaven. 守护之理。善巧方便之事无所不知,不依赖他人,是智慧圆满之国王。对于自己所应做之事,如理勤奋之国王,敌人无法侵犯,安乐而住,财库增长且圆满。恭敬佛法之国王,不舍弃行善之事,调伏不驯顺者,是如法行事。精明干练之国王,不因事务繁多而懈怠,时时善作,心愿迅速成就。心性调柔,行为端正之国王,无论住在哪里,所有百姓都信任他,一切众生都会聚集。通晓世间行为规范,知晓可行与不可行之差别,对于积累财富之门,也不断绝者。能忍受不适之国王,对于国王的一切事务,能够圆满完成,不畏惧痛苦。在地位上不断提升,自己安住于正道,不离善知识,奉持不颠倒之佛法。如果圆满具足佛法之国王,在他的国土上,发生战争之时,应当如何努力呢?初始、中间和结尾,具备三时之善巧方便,不从佛法中退转,如此守护国土。何为三种善巧方便?首先,自己或大臣等,以友善聚集,或施予利益,或威胁等,以各种善巧方便,不需战争而平息。若以此仍无法平息,中间之时,具足佛法之国王,应生起三种心念,以不可避免之抵抗而战斗。第一,具足佛法之国王我,不会毁灭众生,若无法避免毁灭,是否会毁灭呢?应生起守护众生之心。第二,应生起战胜敌人的心念。第三,应生起守护众生性命之心念,对自己的四种军队,下达布阵之命令。最后,自己军队中,最末等的勇士们,应首先布阵在前,中等的

For whatever one should do, a king who is diligent in accordance with the Dharma, enemies cannot invade, lives in peace, and the treasury increases and is perfect. A king who respects the Dharma does not abandon doing good deeds, and subdues the unruly, which is acting in accordance with the Dharma. A king who is skilled in being meticulous does not slacken due to the length of the task, and by doing well at all times, his wishes are quickly fulfilled. Wherever a king with a gentle nature and upright conduct resides, all the people trust him, and all beings will gather. Knowing the customs of the world, knowing the difference between what is permissible and what is not, and not cutting off the means of accumulating wealth. A king who can endure discomfort, for all the affairs of the king, is able to accomplish them perfectly, and is not afraid of suffering. Constantly rising in status, abiding on the right path himself, not separating from virtuous friends, and upholding the Dharma without reversing it. If a king who is perfectly endowed with the Dharma, in his country, when a war occurs, how should he strive? Initially, in the middle, and at the end, possessing the three skillful means of the three times, without turning away from the Dharma, thus protecting the country. What are the three skillful means? First, oneself or ministers, etc., gather with friendship, or bestow benefits, or threaten, etc., with various skillful means, to pacify without the need for war. If this still cannot pacify, in the middle time, a king who possesses the Dharma should generate three thoughts, and fight with unavoidable resistance. First, I, the king who possesses the Dharma, will not destroy beings, and if destruction cannot be avoided, will it be destroyed? One should generate the thought of protecting beings. Second, one should generate the thought of conquering the enemies. Third, one should generate the thought of protecting the lives of beings, and give the order to deploy the four armies.
